Mount Vernon Police District Gets New Captain
A new captain takes the helm of the Mount Vernon Police District

Captain David Moyer will be remembered for cracking down on DWI's in the Mount Vernon Police District.
Over the past two-and-a-half years, Captain Moyer and his staff have worked hard to enforce DWI arrests in the Richmond Highway corridor. He has trained officers for these crackdowns, and it has paid off. The Mount Vernon Police District has seen a noticeable increase in DWI arrests during Moyerās tenure.
On Monday, Captain Moyer will leave the Mount Vernon District Station for his new job at the Operations Support Bureau (OSB) in Annandale. The OSB oversees many specialty divisions of the Fairfax County Police Department including the motorcycle unit, SWAT team, and K-9 unit.

āItās a good opportunity for me that comes with a promotion to major. Iām sad to leave the place," Moyer said. "Itās a good station with a lot of community involvement.ā
Captain Moyer has worked for the Fairfax County Police Department for 18 years.

He describes his transition to the OSB as a ābig learning experience.ā He had only two weeks to train for his new position while training Captain Joyce to fill his shoes.
āThis past week has had a steep learning curve,ā Moyer said. āAll of the people up there are dedicated and very supportive.ā
According to his successor, Captain Randy Joyce, an overall alcohol awareness message must be implemented in the community as well as continuing to enforce DWIās.
āWe will continue to stress DWI enforcement through directed patrols and the use of sobriety check points,ā said Joyce.Ā āAt the same time, we will work with our community partners to stress an alcohol awareness and prevention message.Ā Finally, we will partner with our businesses to ensure compliance with state law relating to the sale of alcoholic beverages through shoulder tap operations and sticker shock campaigns.ā
Captain Joyce is no stranger to the Mount Vernon District Station. In 1998,Ā Captain Joyce was a second lieutenant at the station. His most recent post was first lieutenant at the Information Technology Bureau and was responsible for the departmentās Records Management System.Ā Prior to that, he was the assistant commander at the West Springfield District Station and the assistant commander at Criminal Justice Academy, and both positions were held at a first lieutenant. He has been with the Fairfax County Police Department for almost 23 years.
Captain Moyer isnāt worried about leaving control of the station to Captain Joyce.
āEverything will still go fine as Captain Joyce comes in,ā said Moyer. āThe same people are working here and are still dedicated, and weāll have the same staff here.āĀ
