UPDATE: Outer Loop at Telegraph Road Now Open After Oil Spill
But Virginia Dept of Transportation reports eight-mile backup
UPDATE (2:30 p.m.) Virginia Department of Transportation, at 2 p.m. was reporting a continued back-up of eight miles on the outer loop of I-95 heading north near Telegraph Road, after an oil spill temporarily shut down all lanes.
UPDATE: All lanes now getting by. As of 1:06 p.m., Virginia Department of Transportation is telling travelers there is an eight-mile backup.

The outer loop of the Capital Beltway at Telegraph Road is completely closed due to a diesel spill, according to Breaking News Network.
Traffic can get by on the beltway from Telegraph Road northbound.

Two tractor-trailers were involved, with one hitting a Jersey Wall and rupturing a tank with contents on the highway at the Local/Express split.Ā The second tractor trailer is on the right side of the local lanes over Richmond Highway.
Emergency units on the scene have used equipment to absorb the diesel but were waiting for HazMat support as well as a sand truck, BNN reported. Fairfax County Fire and Rescue, Virginia State Police and Virginia Department of Transportation are on the scene.
