DC Man Pleads Guilty To Robbery Leading To Beltway Crash

Prosecutors say two men stole a vehicle at gunpoint and robbed a store before a police chase ending near the Wilson Bridge.

ALEXANDRIA, VA — A Washington, DC man pleaded guilty Wednesday to his role in an armed robbery and carjacking that led to a crash involving state police in the Alexandria area.

According to federal court documents, the sequence of events on Aug. 28, 2019 began when Jovan Doir Johnson, 30, and co-defendant Antwain Proctor stole a vehicle at gunpoint on South Four Mile Run Access Road in Arlington. The men reportedly took the victim's phone, wallet, and keys, made him place his hands behind his back, and lie face down in the rear seat. The suspects drove off and ordered him out of the car in a parking lot at Columbia Pike and South Four Mile Run.

Using the stolen vehicle, they drove to a 7-Eleven in Lorton for an armed robbery. They reportedly took hundreds in cash as well as cigarettes. According to court documents, a 7-Eleven employee got a visible bump on his head as a result of the robbery.

After the robbery, the men fled north on Interstate 95 and took Interstate 495 heading to the Wilson Bridge. Several Virginia State Police cruisers tried to pull over the stolen vehicle near the Wilson Bridge.

Prosecutors say the defendants' vehicle drove into the rear corner of one cruiser, forcing it to hit the concrete median barrier at a high speed. A second cruiser advanced and pushed the stolen vehicle into the barrier just before the bridge. The air bags of both police cruisers deployed during the crashes, and two troopers went to the hospital.

The two men ran from the vehicle, leaving the stolen vehicle and weapons inside. Proctor reportedly jumped into a swampy area below the overpasses near Route 1, where officers and a K-9 stopped him. Johnson was also arrested in the area.

Johnson pleaded guilty to armed robbery and brandishing a firearm during two crimes of violence, and carjacking. He faces a mandatory minimum sentence of 14 years and up to life in prison. He will be sentenced on Nov. 4.
