Here are the top stories today in Norfolk:
- Court records have recently revealed that the city of Norfolk paid a $10,000 settlement to a teenager who was pepper-sprayed by two police officers while he was walking home from school. A 16-year-old was stopped by two Norfolk officers near 19th Street and Armistead Avenue in October 2018. The city settled with the teen in October 2019 to "compromise the claim for injuries" sustained in the arrest. The city did not admit any wrongdoing on the part of the NPD or the officers involved. - A Rosemont Middle School student is celebrating publishing her first book at just 11 years old. Cameren White said she wrote "Coconut Saves the Day: The COVID Monster" in just five hours. The book has already sold 200 copies since its Sept. 26 release. Cameren is currently working on her second book while taking multiple honors classes. (wtkr.com)
- A favorite downtown Norfolk Thai restaurant, Rama Garden Thai Cuisine, is back after a short closure earlier this year. Original owner Boonrit "Jack" Ngamsaard has retired and handed off the restaurant to son Chalermsak Ngamsaard and his wife, Kantima Ngamsaard. (The Virginian-Pilot)

- The NEON Festival in Downtown Norfolk's NEON (New Energy of Norfolk) is back and celebrating its fifth year on Oct. 21 and 22. The festival will feature numerous offerings through art exhibitions, local and national performances, and mural tours. (WAVY.com)
