  2. A federal judge has dismissed a lawsuit challenging Norfolk's plans to redevelop the St. Paul's public housing complexes. The final order was issued on Tuesday after both sides reached an agreement to move forward that includes the assurance that all current residents of the Tidewater Gardens public housing complex who want to return to the area following the redevelopment, will have the opportunity to do so.
