City Of Norfolk: Norfolk Police Arrest Suspect, Identify Man Killed Following Shooting On Strand Street

NORFOLK, Va. (NPD) –Detectives have arrested and charged the man responsible for a shooting that left one man dead, and another man injured.

On November 14, 2021, around 12:00 p.m., Officers responded to the report of a gunshot victim in the 1300 block of Strand Street. When police arrived, they located 30-year-old Drosvin F. Escobar, of Norfolk, suffering from a gunshot wound. Escobar was pronounced deceased at the scene.
A 26-year-old man was found suffering from a non-life-threatening gunshot wound and was transported to hospital for medical treatment.

As a result of their investigation, Detectives have charged Jose J. Gutierrez-Chavez, 21, of Norfolk with second-degree murder, malicious wounding, and two counts of use of a firearm.
Detectives say this was a domestic-related shooting.
