City Of Norfolk: Norfolk Police Identify Homicide Victim From Madison Avenue

NORFOLK, Va. (NPD) – Detectives have identified the man who was killed last weekend on Madison Avenue.

On September 18, 2021, around 12:25 p.m. Officers were dispatched to the 900 block of Madison Avenue for the report of a gunshot victim. When police arrived, they found Ivan T. Blow, 21, of Norfolk, suffering from a life-threatening gunshot wound. Blow was pronounced deceased at the scene.
