Here are the top three stories today in Norfolk:

  1. Norfolk City Council is examining proposals presented by multiple different developers meant to transform Military Circle Mall. One proposal plans to turn the mall into a 15,000 seat sports arena meant to encourage and promote sports tourism into the Norfolk region. Another proposal wants to create a lake in the center of the area and surround it with open green space and residential apartments. (13newsnow.com WVEC)
  2. A local family is asking questions after they were barred from the courtroom during a relative's arraignment. Barry Carrington Junior, 34, is being charged with two counts of shooting into an occupied building and one count of discharging a weapon in public. Carrington Junior was shot by police during the incident that occurred over the weekend.
