(smithfieldtimes.com) — A Smithfield-based developer is asking Isle of Wight County to lift size limits on townhouses planned in the long-delayed St. Luke's Village project in nearby Carrollton. With part of the former Smithfield Downs golf course now owned by Sentara, the project's density has dropped, and county supervisors have opted to send the proposed proffer change through a full public hearing process.
