Officers were sent to the area of Pleasant Street and the Rudman courthouse for a report of a disturbance between two women about a child. Later, dispatch received another call from a woman who stated that a drunk woman grabbed her son and tried to take him away, according to a court affidavit. The caller gave a description of the woman and the reporting officer caught up with her on Green Street where she “was clearly unstable on her feet” and began yelling at the officer, according to the report. “When I tried explaining to her why I was stopping her, she would start yelling, telling me that she did not do anything,” according to the officer. The woman allegedly wouldn’t give her information, stating, “F--- you, I’m not giving you anything, you took me from Ichiban.” She allegedly walked away from the officer. Other officers arrived and they attempted to stop her but she allegedly pushed an officer and kept screaming about how there were “cameras all around her” and about “where the cameras were.” The officer alleged she was “extremely intoxicated” and slurring her words. After another officer went to speak with the victim, Racine allegedly got up again and started to walk away. They attempted to stop her again and she reportedly collapsed on the ground and kicked the officers. They were eventually able to restrain her but had to carry her to the cruiser, according to the court affidavit. At police headquarters, she allegedly spat in the face of a firefighter attempting to take her to the hospital due to her intoxicated state. “Racine became extremely violent and combative refusing to be transported,” the officer stated, adding that she also allegedly spat in one of the nurse’s face while at the hospital. According to the victim, she and her children were walking home from school and her daughter began to lag behind and have a tantrum. While turning to deal with the daughter, Racine allegedly approached her other child, was holding his hand, and squatted down close to him. As she took her son to leave, Racine allegedly continued to follow and tried to grab the child’s arm again. Other women came to assist as Racine allegedly was calling the mother derogatory words describing women and the female anatomy, according to the report. Racine was held on $6,000 cash bail and arraigned the next day.
