Concord Police: Fooling around and being loud leads to warrant arrest and teen arrested for pot after late night Wendy's run.

CONCORD, NH – Brandy A. Hager, 37, of Thorndike Street in Concord, was arrested at 11:04 a.m. on May 28, 2016, for theft of services, operating after suspension, and default or breach of bail conditions after an alleged incident on April 25, 2016, at Friendly’s Restaurant on North Main Street. She was arrested after an officer saw her driving a Chevrolet Cavalier on East Side Drive and knew she had active warrants. Hager was pulled over on Loudon Road and arrested. A check yielded a suspended license for default court summons on May 12. She’s due in court on July 11.

Laura Page, 31, of Manchester Street in Manchester, received a summons at 4:38 p.m. on May 18, 2016, for theft by unauthorized taking or transfer – more than $46 worth of cosmetics shoplifted from Hannaford on Fort Eddy Road. She had a court date on June 22.

Todd A. Ruff, 24, of East Main Street in Bradford, was arrested at 9:50 p.m. on May 11, 2016, for criminal threatening, carry/sell weapons, and disorderly conduct. Officers were sent to Sam’s Convenience on Village Street for a report of a fight. Dispatch reported that Ruff had been there earlier after his brother “was left bloodied on the ground.” When officers arrived, there were about 10 or so people around the store with one reportedly holding Ruff and another group holding another person. The officer calmed Ruff down as he was reportedly pacing around threatening to “kick (another person’s) a--,” according to the report, complaining that his brother had been jumped earlier. The reporting officer went to speak with others who stated that Ruff’s vehicle was blocking people and keeping them from leaving so they called police. Ruff left and then returned, according to the report, and allegedly pushed a person and threatened to shoot a man. Another officer reportedly noticed brass knuckles in his vehicle and they later secured a loaded handgun from the glove compartment, according to the report. Ruff allegedly denied that he was going to use the brass knuckles or firearm to harm anyone but was arrested. He had a court date on June 20.

Jason Williams, 41, of North Spring Street in Concord, was arrested at 10:10 p.m. on May 9, 2016, for felony possession of controlled drug-fentanyl, habitual offender, and possession of drugs after officers on Perley Street saw a man slumped over the wheel of a vehicle passed out with the driver’s door ajar, according to a report. The reporting officer approached the vehicle and saw an inside light on and wrote, “Based on these observations I suspected the operator was either under the influence of alcohol or drugs, or deceased.” The driver – Williams – reportedly woke up and officers found out that he was a habitual offender. After being cuffed, four folded pieces of paper with a white substance were allegedly found in the center console. He had a court date on June 20.

Alysha L. Paquette, 23, of Fisherville Road in Concord, was arrested at 1:13 p.m. on May 9, 2016, on a bench warrant for nonappearance in Concord District Court for criminal mischief. Officers were sent to an apartment on Fisherville Road for a report of a domestic incident where a roommate believed another roommate was being held by her boyfriend. Both parties said they were only “fooling around,” according to the report, and apologized for being loud. A check yielded an active warrant for Paquette and she was arrested. She had a court date on May 19.

Kelly J. Rowson, 35, of Park Street in Boscawen, was arrested at 9:14 a.m. on May 9, 2016, for driving after revocation or suspension and suspended registration after a traffic stop on Loudon Road for an expired inspection sticker. Her license was suspended in November 2010. She had a court date on June 13.

Susan L. McCarthy, 57, of Thompson Street in Concord, was arrested at 3:07 a.m. on May 7, 2016, for resisting arrest or detention and stopping, standing, and parking after an officer saw a Buick Century parked on South State Street with its motor running and a woman asleep inside. The officer woke the woman up and after speaking to her for a short period of time, at which time the officer alleged she seemed disoriented. After field sobriety tests, the officer attempted to take her into custody for driving while intoxicated but she allegedly resisted. During processing, a detective conducted a drug recognition evaluation test, with her consent, and did not observe any impairment, so she was not charged with DWI, according to the report. She had a court date on June 13.

Connor J. Davis, 18, of Cascade Road in Campton, was arrested at 11:05 pm. On May 5, 2016, for possession of controlled drugs-marijuana, possession of drugs, and driving on roadways laned for travel, after a traffic stop on Fort Eddy Road for improper lane position, reportedly drifting back and forth. The vehicle was stopped under the I-393 overpass. “As I was speaking with Davis, I noticed that he was very nervous,” the officer alleged. “Other than telling me that he was scared, I noticed that Davis was stuttering a bit as he spoke and was staring straight ahead with a tight grip on the steering wheel.” The driver stated he was coming from Wendy’s, according to the report. After getting his license and registration, the officer allegedly saw a plastic bag, “in plain view in the glove box.” Another officer also saw the bag, according to the report. Davis allegedly admitted that he had marijuana, handed the bag to an officer, and was arrested. He had a court date on June 13.
