Passenger to Driver After Cop Smells Pot: 'Just Give it to Him': Log

Concord Police: Stolen coloring books, pens lead to theft charge; a homeless man is arrested for breach of bail after falling off his bike.

CONCORD, NH - Mark E. Rettig, 32, of Alton Woods Drive in Concord, was arrested at 5 a.m. on May 13, 2016, for simple assault and domestic violence-simple assault from an alleged incident on May 8, 2016, on Alton Woods Drive. He was arraigned later that day.

Devin A. Baillie, 38, of North Main Street in Concord, was arrested at 4:30 p.m. on May 6, 2016, for default or breach of bail conditions. Police were sent to Storrs Street to assist Concord Fire and Rescue teams with a man who had fallen off a bicycle. The man – Baillie – fell off his bike near the Holiday Inn, was allegedly unsteady on his feet, and appeared to be intoxicated. Since he was out on bail and not supposed to be drinking, he was arrested on a breach of bail charge. Baillie is due in court on June 13.

Samantha G. Stanford, 23, of Concord Gardens in Concord, received a summons at 8:40 p.m. on April 30, 2016, for theft by unauthorized taking – four DVDs worth $61.84 – at the Walmart on Loudon Road. She’s due in court on June 13.

Samantha A. Neil, 35, of Fisherville Road in Concord, received a summons at 5:58 p.m. on April 29, 2016, for operating without a valid license after a traffic stop for an expired registration. A check yielded an expired driver’s license so she was cited. She’s due in court on June 6.

John A. Disessa, 22, of Parmenter Road in Londonderry, NH, was arrested at 8:29 p.m. on April 22, 2016, for possession of controlled drugs, possession of drugs, and transportation of alcohol/open container. Also arrested was Norman P. Hopps, 32, of Loudon Road in Concord, who was charged with possession of controlled drugs. An officer stopped a Toyota on Loudon Road for driving without its lights on near Canterbury Road. “As I approached the vehicle I could see that there were two males in the front of the vehicle,” the officer noted. “Upon reaching the drivers window, I could immediately smell and overpowering odor of marijuana.” When asked about the marijuana smell, Disessa allegedly stated, “What marijuana?” His passenger, Hopps, allegedly replied, “Just give it to him.” They were both then arrested. Disessa allegedly had an open container of Henry’s Ginger Ale, an alcoholic beverage, where he was sitting, according to the report.

Jennifer Briand, 33, of Pleasant Street in Bristol, was arrested at 11:24 a.m. on April 22, 2016, on a bench warrant out of Plymouth District Court from April 6, 2016, for nonpayment of fines on an operating after suspension charge, $410 cash to settle. Police were sent to the Walmart on Loudon Road for a report of a woman inside a Jeep who “seemed out of it,” according to a report. There were also two small children running around the vehicle, according to dispatch. The children appeared in good health but the woman was “very frantic and distraught,” according to the report, due to her cellphone dying and bugs she saw in the vehicle but the officer didn’t see any. “Briand was able to answer all the questions in an appropriate manner,” the officer stated. “She did not appear to be under the influence of anything at the time of my interaction with her.” A check yielded the warrant and she was arrested. She’s due in court on May 26, 2016.

Brandy A. Hager, 36, a homeless woman now located in Concord, was arrested at 6:15 p.m. on April 21, 2016, for theft by unauthorized taking or transfer – $35.25 worth of pens, Sharpies, a coloring book, a jewelry charm, and other items – from the Walmart on Loudon Road. She’s due in court on June 6.

Cameron M. Heatley, 19, of Edward Drive in Concord, was arrested at 7 p.m. on March 22, 2016, for possession of drugs and possession of controlled drugs after a traffic stop at the Exit 13 ramp on I-93 North for an expired inspection sticker. When the officer approached the vehicle, he allegedly smelled marijuana coming from the vehicle. The driver – Heatley – reportedly stated that he needed a new sway bar for the vehicle but didn’t have the money, which is why the vehicle wasn’t inspected. When asked about the marijuana smell, Heatley rubbed his neck, let out a sigh, and allegedly stated he had a “packed bowl” in the center console. He was then arrested.

Anthony J. Massua, 28, of Wyman Street in Concord, was arrested at 5:36 p.m. on March 12, 2016, for driving after revocation or suspension, suspended registration, and driver’s license prohibitions after a traffic stop on I-393 for an expired inspection sticker. The vehicle’s registration expired in September 2015 and Massua was convicted of operating after suspension in March 2013 in both Goffstown and Milford District Courts.
