Concord Log: Asleep at the Wheel Leads to Crack Cocaine, Other Charges

Plus, teen allegedly steals stash jars, other items from the mall, Boscawen woman charged with DWI, Webster woman faces felony theft charge.

Shane M. Vannest, 25, of Liberty Street in Concord, received a summons for consumption of liquor on private property at 2:18 p.m. on June 29. Police were called to Marshalls on Storrs Street for a report of a man passed out on the ground. They checked three men in the area and found that one had an active warrant. “He became verbally abusive and was argumentative,” according to the reporting officer when they tried to help him stand up. Vannest allegedly had an open can of Natty Daddy beer under his leg and was given a summons. The man who was passed out was held without bail; Vannest is due in court on Aug. 3.

Jillian K. Mabra, 27, of Chandler Street in Boscawen, was arrested at 1:43 a.m. on June 27, on two driving while intoxicated charges. An officer reportedly saw a driver on Fisherville Road that appeared to be texting and might be distracted. “The driver’s face was illuminated by the phone which was being held in the area of her chin,” the officer stated. The Hyundai was pulled over. The driver, Mabra, allegedly smelled like alcohol. She stated that she was on Pleasant Street Extension and may have left her license at an establishment and was contacting them to see if they were still open. Mabra and the officer discussed how much alcohol she reportedly had to drink and she was arrested. She’s due in court on July 13.

Angel D. Burke, 40, of High Street in Penacook, was arrested at 6:10 p.m. on June 12, for conduct after an accident at Petsmart on Loudon Road on July 14, 2013. She was arrested by the New Hampshire State Police and is due in court on July 20.

Clifford Avery, 46, of Kingston Street in Boston, MA, was arrested at 1:45 p.m. on June 7, on a bench warrant out of Franklin District Court for failure to pay a fine, $385 cash bail, on a conduct after an accident charge.

Felicia M. Haleplidis, 24, of New London Drive in Webster, was arrested at 9:23 a.m. on May 20, for felony theft by deception at the FYE at the Steeplegate Mall on Loudon Road.

Benjamin D. Ratliff, 28, of Tremont Street in Concord, was arrested at 12:47 a.m. on May 17, for obstructing government administration. Officers were sent to Tremont Street for a domestic report involving a man and woman screaming at each other in the driveway. When they arrived, officers heard a man yelling at a woman and tried to investigate the incident but the man, later identified as Ratliff, reportedly wouldn’t open the door to the home. The officers were able to force their way in to check on a woman who was down on the floor. Ratliff allegedly had blood on his shirt and hand and “continued to be vocal, yelling and swearing at (the officers).” The woman appeared to be extremely intoxicated and didn’t know what was going on, according to the report. A witness reported that it sounded as if the woman struck the man but they were screaming in the driveway. Ratliff reportedly stated that had a problem with a tooth and that was why his mouth was bleeding but neither his tooth nor mouth had blood, according to the reporting officer. He was later arrested. Ratliff reportedly told the officers that they had previously been at a funeral and he was carrying his mother inside and was upset that officers were trying to get into the home without permission. According to the report, he later apologized for his actions.

Gregory Hurst, 45, of Concord, was arrested at 6:30 p.m. on May 14, on bench warrants out of Concord District Court for two counts of implied consent, $1,200 cash bail. He was arrested outside of the Capital Farms on Broadway after police received a call about a possible theft at the store.

Rickie S. Stanford, 48, of Concord, was arrested at 4:40 p.m. on May 14, for default or breach of bail conditions on May 9, 2015. He was arrested outside of the McDonald’s Restaurant on Fisherville Road.

Adam J. Scarsilloni, 30, of Salisbury Highway in Andover, was arrested at 1:30 p.m. on May 14, for felony theft, simple assault, and two counts of attempt to commit simple assault, from an incident at Walmart on Loudon Road in Concord on March 29, 2015.

Daosay J. Lemay, 32, of Pleasant Street in Concord, was arrested at 12:36 p.m. on May 14, for simple assault from May 12, 2015, on Pleasant Street involving an acquaintance.
