Shane Michael Vannest, 25, of Liberty Street in Concord, was arrested at 10:17 p.m. on Dec. 5, and charged with theft of services and resisting arrest or detention. Officers were called to Eagle Square for a report of a man in shorts and a sweatshirt passed out in the square. Fire and rescue teams were also called to the scene. The man, Vannest, was breathing and when he woke up, was allegedly intoxicated, slurring his words, and confused. When he was told to stay down so firefighters could evaluate him, Vannest reportedly became “agitated and was swearing at me and calling me names,” according to the officer. A sergeant reported that Vannest had an active warrant for theft of services at the Szechuan Gardens Restaurant on Fisherville Road from Oct. 25, 2014, so he was put under arrest and allegedly began struggling with police, pulling his arms away. Eventually, officers were able to cuff him. According to a court affidavit, Vannest allegedly ordered drinks at the restaurant and went out to smoke a cigarette but didn’t return to pay the bill. He was reportedly with a woman, a special needs aide for a local school, according to a waitress. The restaurant owner thought they went over to the Circle K gas station and a clerk there reportedly ID’d the man as Vannest from his Facebook profile. A detective later reached out to the woman and she reportedly stated that she thought Vannest had paid their bar tab since she had picked up the tabs in the past. He allegedly told her that the waitress was “rude” and the bartender offended him, but never mentioned anything about the tab not being paid. A warrant was taken out for Vannest on Nov. 19.
