James Rivers, 28, of Hill Road in Tilton was arrested at 12:41 p.m. on June 9 on a theft by deception-less than $1,000 charge. On April 19, an officer spoke with an asset protection employee at the Ride Aid on North State Street who was reviewing returns and found a suspicious one involving a bottle of Rogaine. The employee reviewed footage of the incident from April 15 where a man was standing in line with an item, left the line, returned to the line, and requested to return the item, the affidavit stated.
