Concord Man Arrested Twice in Two Hours for Resisting, Drugs, Vandalism: Log

Police: Homeless teen arrested after being found with missing girl in lot elevator, elderly woman arrested for DWI, Maine fugitive bagged.

CONCORD, NH - Dylan A. Simms, 19, a homeless man now located in Concord, was arrested at 4 a.m. on Jan. 29, 2016, on a bench warrant. Police were looking for a missing juvenile who was believed to be with her homeless boyfriend, Simms, according to police. At just before 4 a.m., officers allegedly found them sleeping in the elevator of the Durgin Block Parking Garage. Simms had an active warrant out of Concord District Court from Jan. 8, 2016, for unlawful possession of alcohol, $447 cash to settle. He’s due in court on Feb. 29.

Nina E. Coldwell, 66, of Gilmore Street in Concord, was arrested at 1:11 p.m. on Jan. 18, 2016, and charged with aggravated driving while intoxicated, driving while intoxicated-second offense, simple assault, and driving while intoxicate. Officers were sent to El Rodeo on Loudon Road for an unwanted guest that was sitting in a parked vehicle. The man told police that he was trying to hail a cab for the driver due to her alleged intoxication but she reportedly pushed him. The officer approached the vehicle, which had its engine running, and spoke to a woman who was sitting in the driver’s seat. “I noticed that her eyes were glassy and bloodshot,” the officer alleged. “I then asked Coldwell to step out of the car. When she got out of the car she was unsteady on her feet and had to hold onto the side of the car for balance.” After some back and forth about her alleged condition, Coldwell was arrested. “The entire time that Coldwell was with me she was unsteady on her feet and had slurred speech,” the officer alleged. “She also had several mood swings that ranged from crying to anger to laughing and at one point while I was taking her photographs, dancing.”

Michael Burke, 45, of Concord Street in Concord, was arrested at 11:01 a.m. on Jan. 4, 2016, for driving after revocation or suspension on Nov. 29, 2015, at the intersection of Airport Road and Mulberry Street. He was arrested at Concord District Court and is due back in court on March 16.

John P. Regan, 41, of Post Road in Wells, ME, was arrested at 1:55 p.m. on Dec. 29, 2015, on a felony fugitive from justice charge. He was arrested on Alice Drive on a warrant from York Superior Court for manufacturing drugs/methamphetamine. Regan was arrested and held.

Melissa Dishong, 45, of Main Street in Francestown, was arrested at 7:10 p.m. on Dec. 18, 2015, for driving after revocation or suspension and suspended registration after a traffic stop on North Main Street for an expired registration. Her license and registrations were suspended on Dec. 10, 2015, for default court summons.

Erica L. Rousseau, 25, of Alice Drive in Concord, was arrested at 8:15 p.m. on Dec. 8, 2015, for simple assault and domestic violence-simple assault. Police were sent to a domestic on Alice Drive for a woman screaming, “He’s hitting me.” A man alleged that he was slapped by Rousseau but didn’t have any significant injuries, according to the officer, however, he did observe some irritation on the side of his face. He stated that they had been arguing and left to try to de-escalate the situation by going out to eat, according to the report. The reporting officer spoke with Rousseau who allegedly denied that anything had happened. The officer alleged that she was “hostile” and said, “If you’re going to arrest me, just do it.” The officer stated that he was investigating the situation and she reportedly stated that the man hit her in the back so she hit him. The officer checked her back but didn’t see any injuries. The officer then spoke with a neighbor that alleged that they heard arguing and it was mostly Rousseau that they heard. She was then arrested.

Matthew E. Hoekstra, 38, of Pleasant Street in Concord, was arrested at 1:04 a.m. on Dec. 6, 2015, and charged with possession of controlled drugs, resisting arrest or detention, and criminal mischief. About two hours and 20 minutes later, he was arrested again for simple assault, resisting arrest or detention, and two counts of default or breach of bail conditions. Police were sent to Pleasant Street for a report of a domestic disturbance including loud noise and yelling. The landlord of the building also arrived. Police spoke to the man – Hoekstra – and a woman who was crying, alleged that he was intoxicated, and shattered glass near some stairs. Hoekstra allegedly was “agitated and uncooperative immediately” and was arrested after police saw a glass smoking device on a table next to a couch. Hoekstra allegedly resisted while swearing and yelling. He was processed and released with a court date the next day. However, after processing, Hoekstra allegedly would check himself in to the hospital to be checked. He was led to a cruiser but then, allegedly began yelling at the officer and pushed away. He allegedly tried to bite the officer and wouldn’t stop resisting. Hoekstra was buckled in the back and allegedly kicked the officer in the right arm. He was then transported to the Merrimack County House of Corrections.
