Convicted Concord Flasher Faces New Indecent Exposure Charges Hours After Conviction
Matayo Armoni Riley was arrested Tuesday, accused of exposing himself at TJ Maxx as well as a case involving girls at Target in late August.

CONCORD, NH — Police arrested a Concord man Tuesday, previously convicted on an indecent exposure and lewdness charge, on three more charges after new incidents in late August and hours after being convicted of the prior charge.
Matayo Armoni Riley, 27, of Alton Woods Drive in Concord was arrested on Tuesday on three felony indecent exposure and lewdness charges after an investigation into incidents at Target in August and TJ Maxx on Tuesday. According to Deputy Chief John Thomas, Riley pleaded guilty to a misdemeanor count of indecent exposure and gross lewdness in Concord District Court on Tuesday.
The first case involved an incident in May at the Walmart on Loudon Road. The victim was a girl, according to police. He was arrested in early July. Along with the lewdness charge, Riley was also charged with simple assault connected to the incident. After his arraignment, he was held on $500 cash bail. A few weeks later, bail was reduced to $250 and posted by the New Hampshire Community Bail Fund, a part of Unitarian Universalist Action, according to court records, a group that helps people who cannot pay for their bail.

A trial was set for Aug. 1 but later canceled and a month later, Riley agreed to plead to the exposure charge. He was sentenced to 90 days in jail, suspended for a year, with 29 days of time served and a one-year good behavior provision.
Thomas said, less than three hours after being released from court, police were sent to the TJ Maxx on Loudon Road for a report of a man exposing his genitals to a woman inside the store.

“Upon further investigation,” he said, “the suspect in this incident was identified as Riley.”
Detectives were also working on a prior case from Aug. 28 involving two girls at Target on D’Amante Drive who also had a man expose his genitals to them. Detectives accused Riley of being the suspect in that case, Thomas said.
Warrants were issued for his arrest and he was picked up on Sept. 3 on the three felony counts.
Riley was processed, refused bail, and taken to the Merrimack County Jail. He was arraigned in Concord District Court Wednesday and held on preventative detention.
A previous charge of simple assault issued against Riley after an incident at the Wow Billiards & Bar at 2 N. Main St. in late July 2023 was vacated in March after he failed to appear and a warrant was issued against him. A default $50 fee was imposed but later cleared.
Matayo was also arrested on felony riot and accomplice to robbery charges after an incident in August 2023, after two people were beaten on Depot Street.
During the melee, a woman’s skull was fractured.
Matayo agreed to a plea deal after failing to appear in court on July 15. The riot charge was nolle prossed and the theft charge reduced to a misdemeanor on July 22. Matayo was given a 12-month sentence, suspended for three years. He agreed not to have contact with the two people who were assaulted and returned a stolen pair of Nikes.
Sincere Thomas, another suspect in the melee, also pleaded down to lesser charges, simple assault and reckless conduct. He was given two 12-month sentences, both served concurrently, with one suspended for two years and the other suspended for all but 90 days for two years.
Evan Bailey, another suspect in the Depot Street riot and theft incident, also pleaded down to a single reckless conduct count. He received a 12-month sentence, a minimum of six months served, all suspended for three years, with 12 days of jail time credit.
