Man Accused Of Violent Assaults Arrested Again By Concord Police
Disturbances on Penacook Street and the tracks behind Kimball Jenkins lead to the arrest Mark Kibbee on domestic violence charges.

CONCORD, NH — A man with prior domestic assault and false imprisonment arrests is facing more charges in Concord after two incidents in the North End during the past six months, according to court documents. Mark E. Kibbee, 45, a homeless man now located in the city, was arrested in late June on warrants as well as simple assault, two counts of domestic violence-simple assault, and domestic violence-simple assault-human trafficking/involuntary servitude charges after police were sent to the railroad tracks along North Main Street for a report of a man and woman screaming at each other. An officer walked along the tracks just north of The Friendly Kitchen, underneath the I-393 where homeless people congregate and officers have been sent before for reports of people screaming, in an effort to find the individuals.
The officer came in contact with Kibbee and a woman, both of whom he was familiar with, due to previous run-ins with police.
"I inquired why they were yelling," the reporting officer asked. "Both stated they were having an argument."

Another officer arrived to the area while dispatch advised the officers that Kibbee had active warrants out of Merrimack County and Concord, and he was then taken into custody.
During the investigation of the screaming incident, police learned from the woman that she was a victim, accusing Kibbee of grabbing her against her wishes. When asked if there were witnesses, the woman pointed to a man on the bridge abutment in a sleeping bag.

Officers spoke with that man and he accused Kibbee of grabbing the woman in a "bear hug" and not letting her go. After that, they both started screaming and yelling at each other, he told the officer.
At the station, the officer spoke to Kibbee who reportedly stated he was hugging her to get her to stop yelling. The reporting officer alleged that Kibbee did hear her request to "stop this" but he thought "this meant stop the 'whole ball of wax,' meaning the craziness in their relationship."
According to court documents, one of the warrants was for a March 31 incident on Penacook Street outside a home near the Boys & Girls Club where police were called to a report of a domestic disturbance.
When officers arrived, they found a woman who was "crying, trembling, and acting hysterical," with blood on her mouth, arms, and wrists. The woman accused Kibbee of placing his hand over her mouth and shoving his fingers into her mouth which cut her gums beneath the tongue. The woman opened her mouth and the reporting officer confirmed the cuts. The woman stated she struggled to push Kibbee away from her but he "was shoving her back and forth," she fell backward, and hit the back of her head on the stairs.
A warrant was issued for Kibbee's arrest on June 1.
During the past eight years, Kibbee, who is previously from Franklin, has been arrested numerous times on domestic violence-assault, simple assault, false imprisonment, domestic violence-false imprisonment, criminal mischief, criminal threatening, assault on a police office, reckless conduct, and resisting arrest or detention charges, as well as numerous warrants.
