Patrick Michael Anderson, born 1992, of Manchester, Connecticut, was arrested at 12:38 a.m. on Nov. 12 on a loitering or prowling charge after an incident at 164 Loudon Road.

Christopher Horrocks, 46, of Concord was arrested at 10:24 p.m. on Nov. 10 on stalking-domestic violence, violation of protective order, and disorderly conduct charges. Around 7 p.m. on Nov. 9, officers were sent to Concord Street for a report of a person yelling and screaming in the middle of the street. Officers learned from people in the neighborhood that it was Horrocks and he was banned by protective order from being near a home on Myrtle Street, according to an affidavit. A neighbor, out walking her dog, spotted Horrocks "pacing up and down" the street, yelling expletives "at the top of his lungs," the report said. The woman provided a written statement as officers canvassed the area for Horrocks. Later, Horrocks was spotted by an officer, appeared to be "heavily intoxicated, and was slurring his speech," the affidavit said, adding he was "aggressive and hostile toward officers" and denied screaming. Horrocks was released to a friend, who was sober, and most of the police cleared the area. Another witness from South State Street spoke with police and accused a man of being near a laundromat while yelling and screaming. When she went outside to see what was going on, she saw Horrocks, in front of a Myrtle Street home, yelling, the report said. The reporting officer later at police headquarters used geographical information system mapping to check potential distances Horrocks was from the home in question and whether or not he violated a 300 feet provision of the order. After checking the mapping, the officer accused him of being 186 feet from the home and issued an arrest warrant against him.
