Man Apologizes, Returns Stolen Dog to Animal Shelter

  • Officials are not releasing the name of the man and have not yet decided whether to seek charges, SPCA spokeswoman Jessica Perrin said.

Suspect Arrested, Charged in Hit-And-Run Death of Man
