Alleged Drug Dealer Arrested: Log
Concord Police: Man arrested on probation violation after negligent homicide conviction and Franklin woman is charged with theft.

CONCORD, NH - Brian G. Helfenstein, 33, pictured, of Dustin Drive in Boscawen, was arrested at 7:53 p.m. on Jan. 14, 2016, on three felony counts of sale of controlled drugs. The alleged incidents occurred on April 29, May 1, and May 5, 2015, on South Main Street and at the Steeplegate Mall, according to an arrest report. He was arraigned on Feb. 29.

Amy B. Higgins, 37, of Pleasant Street in Franklin, was arrested at 3:11 p.m. on Feb. 21, 2016, and charged with felony theft by unauthorized taking or transfer from an alleged incident on Feb. 2, 2016, at the Cumberland Farms on North Main Street. She was arrested by New London Police and transferred to Concord Police at Exit 7 on I-89. She’s due in court on March 28.

Cody R. Stanford, 21, of Concord Gardens in Concord, was arrested at 11 p.m. on Feb. 17, 2016, on a bench warrant issued on Jan. 27, 2016, for nonappearance in Concord District Court on theft by unauthorized taking. An officer was in the parking lot of The Common Man Restaurant on Water Street and Stanford outside smoking a cigarette, according to an arrest report. He thought he had an active warrant, checked, and found out that he did. Stanford reportedly told he officer that he thought all of his court proceedings had been taken care of. He was arrested and is due in court on April 4.

John M. Foote, 75, of Conant Drive in Concord, was arrested at 7:45 p.m. on Feb. 6, 2016, on a bench warrant. He was held on $2,000 cash bail.
Jennifer R. Boudle, 28, of Post Road in Wells, ME, was arrested at 9:15 p.m. on Feb. 2, 2016, for hindering apprehension or prosecution from an alleged incident on Alice Drive on Dec. 29, 2015. She’s due in court on March 14.
Charles S. Ellis, 50, of Old Suncook Road in Concord, was arrested at 7:04 p.m. on Feb. 1, 2016, on two counts of theft by deception from alleged incidents at Hannaford on Fort Eddy Road on Jan. 17, and Jan. 18, 2016. He was arrested again at 9:50 p.m. on Feb. 15, 2016, on a felony warrant. In the first instance, Ellis was arrested by the Bedford Police on a warrant and handed over to Concord Police at the Hooksett Tollbooth. Ellis allegedly stated that he bought plants at the store and returned them for gift cards. When asked why the video surveillance “shows something different,” he reportedly stated that he would explain it to the judge in court. He was due to be arraigned on March 14. However, he was arrested again while an officer was checking plates on Old Suncook Road about two weeks later and found a parole violation charge from an original negligent homicide charge. The warrant was double-checked and Ellis was arrested and held without bail.
Michelle L. Breer, 42, of Maple Street in Concord, was arrested at 7:37 a.m. on Jan. 28, 2016, on a bench warrant for nonappearance in Concord District Court for driving under the influence. Breer reportedly approached an officer on West Street to express her concern about young children running around and walking on South Street near the Santander Bank. The officer noted to her that some of them were probably on their way to school at that hour. A check of Breer yielded the warrant and she was arrested. She was arraigned on Feb. 10.
Jonathan M. Pickering, 27, of Youngs Hill Road in Loudon, was arrested at 9:46 a.m. on Jan. 19, 2016, on a bench warrant out of Concord District Court from Dec. 17, 2015, for loitering. He was arraigned on Feb. 3.
Cassandra McGuire, 25, of Baldwin Street in Laconia, was arrested at 3:34 p.m. on Jan. 16, 2016, and charged with driving after revocation or suspension and possession of prescription drugs without a prescription. Also arrested was Matthew Hart, 25, on a warrant. Police were sent to Hannaford on Fort Eddy Road for a possible theft call with an employee stating that the alleged thieves left in a black Corolla with Massachusetts plates, according to an arrest report. The vehicle was stopped on the I-93 Exit 14 off ramp. The driver – McGuire – had a suspended New Hampshire license for default and was arrested. Hart, a passenger in the vehicle, had an outstanding warrant out of Rockingham County for a parole/probation violation, so he was arrested. During an inventory search, an officer allegedly found trazodone in another person’s name and the drug charge was added. She was arraigned on Feb. 22.
