Pembroke Child Sexual Assaulter Indicted On Registration Charges: Merrimack County Superior Court

CONCORD, NH — A grand jury in Merrimack County recently indicted the people listed below.

Debbie Parent, 32, a homeless woman now located in Franklin, on a felony count of controlled drug act; acts prohibited-fentanyl on June 17 in Franklin. Previously, according to the indictment, she was convicted of possession in Merrimack County Superior Court in January 2018.

Frank Parker, 43, of Maple Street in Pembroke, on three felony counts of penalty; registration of criminal offenders. He was accused of failing to inform Pembroke police in September 2025 about his employment, failing to tell them he was terminated in November 2025, and failing to complete his semi-annual registration on March 10. Parker is a sex offender due to a felonious sexual assault-victim between 13 and 16 conviction in August 2005 in Rockingham County Superior Court. Previously, according to the indictment, he was convicted of failing to comply in February 2024.

Katie Perham, 40, of Crowhill Road in Rochester, on Medicaid fraud-false claims, Medicaid fraud-false records, and theft by deception charges, all felonies. She was accused of pursuing a scheme to receive more than $1,500 in benefits between July 19, 2022, and April 28, 2023.

Daniel Pihl, 37, of Central Street in Manchester, on a felony count of accomplice to reckless conduct. As a passenger in a vehicle, he aided Ashley O'Donnell by telling her to flee from a Hooksett police officer while the officer was attempting to remove him from the vehicle and nearly running over the officer on May 3, according to the indictment.

Garrett Reed, 35, of Narrows Road Center in Center Barnstead, on two second-degree assault and two aggravated felonious sexual assault charges, all felonies. He was accused of raping and strangling a woman in the parking lot of the Target on D'Amante Drive in Concord on July 31, 2025. Wilkie Reyes Reynoso, 27, of Kendrick Street in Nashua, on two felony counts of controlled drug act; acts prohibited-fentanyl and cocaine on May 14 in Concord. Alexis J. Richards, 25, of Palmer Street in Claremont, on a felony count of reckless conduct. She was accused of nearly striking a state trooper with a motor vehicle in Bow on May 22.

Mary E. Robie, 57, of Old Clubhouse Lane in Bristol, on five felony counts of controlled drug act; acts prohibited-alprazolam, phenazolam, oxycodone, lorazepam, and methamphetamine on Oct. 17, 2025, in Franklin.

Robert Rogers, 47, of Pearl Street in Manchester, on possession of a narcotic drug-subsequent-fentanyl and possession of a controlled drug-subsequent-meth charges, both felonies, in Hooksett on Feb. 6. Previously, according to the indictment, he was convicted in Cheshire County in July 2023 on an acts prohibited charge.

Connor Sanborn, 22, of Queen Street in Boscawen, on reckless conduct with a deadly weapon, second-degree assault-child under 13, and falsifying physical evidence charges, all felonies. He was accused of driving a 2016 Chevrolet Cruze on Queen Street in Boscawen in a manner that put pedestrians as well as a child inside the vehicle in danger on June 4, 2024. The evidence charge involved Sanborn trading in the Cruze on Oct. 21, 2024, at a used car business in Concord, to impair an investigation, according to an indictment.
