Concord Man Indicted On Franklin, Webster Child Sexual Assault Charges: Court Roundup

Plus: Felon indicted on meth, gun charges; man indicted, accused of smashing windows on 13 vehicles; Pembroke sex offender faces 6 charges.

CONCORD, NH — A Merrimack County grand jury indicted the following people recently.

Alphonzo Moultrie, 39, of Woodville Street in Everett, Massachusetts, on two felony theft by deception charges. He was accused of stealing more than $1,500 by cashing fraudulent checks on the account of the Allenstown Wastewater Treatment Facility on Oct. 18 and Oct. 20 in Allenstown.

Samson Ndayambaje, 32, of Herbert Street in Concord on a felony criminal mischief charge. He was accused of smashing windows on multiple motor vehicles with a metal pole at the bus depot on Stickney Avenue on Aug. 17 in Concord. Cordaire C. Nelson, 37, a homeless man now located in Concord, on a felony theft by unauthorized taking charge. He was accused of stealing the property of Health Trust in Concord on Aug. 2 after twice before being convicted on a theft charge.

Brittany A. Nolin, 33, of Franklin Highway in Andover on a felony possession of methamphetamine charge on Aug. 6 in Andover.

Christopher M. Palermo, 47, incarcerated in the New Hampshire Prison for Men at the time of the indictment, on a felony duty to report charge. He was accused of failing to register as a sex offender with Danbury police by Aug. 30.

Frank Parker, 40, of Maple Street in Pembroke on six felony penalty; registration of criminal offenders charges. He was accused of failing to register a truck, a telephone number, the correct address of an employer, the removal of a previous employer, and a new employer, with police, on May 1. Parker is a sex offender due to a felonious sexual assault conviction out of Rockingham County from August 2005.

Kimberly Patterson, 51, of Beechwood Drive in Cornish on perjury and two Medicare fraud-false statements charges, all felonies. She was accused of providing false material under oath on June 15 and to an investigator on March 31 and May 1 involving the Sarah Lapointe case.

Jay M. Pease, 37, a homeless man now located in Concord, on a felony operating while certified as a habitual offender charge. He was accused of driving on Stickney Avenue on Aug. 2.

Matthew W. Peters, 33, of an unknown address in Concord, on pistols and revolvers: armed career criminal, felon in possession, and possession of a controlled drug-subsequent charges, all felonies. He was accused of possessing meth and a loaded Hi-Point .38 pistol in a backpack on Interstate 93 north in Concord on June 25. Previously, according to the indictment, Peters has been convicted on first-degree assault count in February 2014 and a September 2013 drug possession with intent charge in Merrimack County Superior Court.

Frank G. Petrillo, 56, of North Main Street in Concord on receiving stolen property, possession of fentanyl, and operating while certified as a habitual offender charges, all felonies. He was accused of driving a stolen 2020 Ford Explorer on Storrs Street on June 28 after being certified as a habitual offender by the NH DMV.

Kirsten Porter, 30, with a last known address of Rumford Street in Concord, on theft by deception, Medicaid fraud-false claims, and Medicaid fraud-false records charges, all felonies. She was accused of filing false documents to defraud more than $1,500 between June 1, 2022, and Jan. 31. Kelvin L. Potter, 42, of Rimmon Street in Manchester on a felony receiving stolen property charge. He was accused of retaining a Penske vehicle, believing that it had probably been stolen, on Aug. 17 in Hooksett.

James Pratt, 49, of Boanza Drive in Concord on felonious sexual assault-domestic violence and three felonious sexual assault charges, all felonies. He was accused of kissing aand fondling a girl under 13 between Sept. 26, 2014, and Sept. 25, 2022, in Franklin and Webster.

Michael Price, 53, of Leavitt Road in Pittsfield on a felony driving after revocation or suspension charge. He was accused of driving a motorcycle on Loudon Road in Concord on Nov. 6, 2022, and causing a collision with a motorcycle with injury after his driving privileges were suspended by the NH DMV.
