Concord Man Indicted On Strangulation Charges: Superior Court Roundup

Stalker faces new charge; Franklin, Loudon women, with priors, indicted on drug charges; Pembroke sex offender indicted for duty to inform.

CONCORD, NH — A Merrimack County grand jury indicted the following people recently.

Kristine M. Marceau, 39, a homeless woman now located in Franklin, on a felony theft by unauthorized taking charge. She was accused of stealing merchandise from Circle K in Franklin on June 17. Twice before, she was convicted on theft charges.

Kristen Lee Masterson, 34, of Peasant Street in Newport, on second-degree assault, conduct after an accident, and reckless conduct with a deadly weapon charges, all felonies. She was accused of driving on Lakeshore Drive in New London and abruptly turning toward a pedestrian and striking them with a vehicle on May 29. Masterson failed to stop despite the collision resulting in personal injury, according to the indictment.

Ian A. Murray, 32, of North Main Street in Concord, on a felony stalking charge. He was accused of stalking another person between Oct. 29, 2023, and Aug. 18, in Concord, after being previously convicted of stalking within the past seven years.

Leonidis Ndikumana, 36, of Loudon Road in Concord, on two felony second-degree assault-domestic violence charges. He was accused of strangling a woman twice on July 3 in Concord. At the time of the attacks, he was out on bail from another criminal incident.

Stefanie A. Nevin, 42, of Staniels Road in Loudon, on two felony controlled drug act; acts prohibited, methamphetamine and cocaine, charges, on Nov. 23, 2022, in Concord.

Frank Parker, 41, of Maple Street in Pembroke, on two change of registration information; duty to inform and three duty to report charges, all felonies. He was failed to register with police in Pembroke on Sept. 12, 2023; failed to register two vehicles and his employer with police on June 15, 2023; and failed to register with police on March 12, 2023, according to the indictments. Parker is a sex offender due to a felonious sexual assault conviction in Rockingham County Superior Court in August 2005.

Melissa P. Peaslee, 34, of Ivy Lane in Franklin, on possession of a controlled drug-subsequent-fentanyl and falsifying physical evidence charges, both felonies. She was accused of throwing a container of the drugs away from her body to impair an investigation while police in Franklin were attempting to cuff her on July 24. Peaselee was convicted on a drug sale charge in Merrimack County Superior Court in August 2023.

Yunior Eliandri Perez Herrera, 29, of Washington Street in Brighton, Massachusetts, on a felony two conspiracy to sell a controlled drug-fentanyl and meth and two sale of a controlled drug-fentanyl and meth. He agreed with Hilda Arias and-or Joel Soto Sanchez and-or others known or unknown to sell 5 grams of fentanyl and an ounce of meth between March 1 and June 20 in Concord, according to the indictment.

A Belknap County grand jury indicted the following people recently.

Vincent Cormier, 50, a homeless man now located in Concord, on a felony possession of a controlled drug-crack cocaine charge on Feb. 22 in Gilmanton.

Moise Ndutiye, 20, formerly of Jennings Drive in Concord, on a theft by unauthorized taking charge, a felony due to two prior convictions. He was accused of stealing merchandise from the New Hampshire Liquor and Wine Outlet on May 19 in New Hampton. Ndutiye was convicted on theft charges in Merrimack County Superior Court in March 2023 and Hillsborough County Superior Court South in December 2022.
