Inappropriate Comments to Women Outside Library Leads to Arrest: Log
Concord Police: Homeless teen busted for ATM damage and prowling; before crash, Prius battery light distracts; U-turn leads to DWI charges.

CONCORD, NH - Steven M. Rowell, 18, of Route 4 in Danbury, was arrested at 5:15 p.m. on Jan. 7, 2016, on a bench warrant. Officers were sent to the Concord Public Library for an allegation that a man was making “inappropriate comments to women as they walked into the building,” according to an arrest report. They spoke to Rowell who allegedly stated that he was “making a rap” and denied saying anything inappropriate to women. A check yielded a bench warrant from Plymouth District Court, $500 cash bail, and he was arrested and held.

Suhad M. Jarrar, 42, of Chandler Circle in Bow, received a summons at 12:31 p.m. on Dec. 30, 2015, for operating without a valid license and failure to obey inspection requirements after a traffic stop on Evans Way for an expired inspection sticker. She reportedly stated that she thought her North Carolina license was active but it wasn’t. Jarrar is due in court on Feb. 8.

Andrew P. Dickinson, 25, of Beacon Street in Concord, was arrested at 1:36 a.m. on Dec. 16, 2015, on a bench warrant out of Concord District Court for nonpayment of a fine on a driving while intoxicated charge, $745 cash to settle. Dickinson was sitting on the sidewalk on South Main Street with three other people and the officer recognized him from prior contacts, checked to see if he had any warrants, and found he had the active warrant. He was arrested and is due in court on Jan. 25.
Samantha L. Kingsbury, 25, of Pinehurst Street in Concord, was arrested at 3:30 p.m. on Dec. 1, 2015, on a bench warrant out of Claremont for nonappearance in court on an operating after suspension charge from Nov. 30, 2015.

Donald M. Gilbert, 24, of King Street in Boscawen, was arrested at 2:40 p.m. on Nov. 24, 2015, for criminal trespass and criminal mischief (vandalism) at the Pizza Hut on Loudon Road on Nov. 11, 2015. He had a court date on Dec. 28, 2015.
Richard J. Crocker, 21, of Kings Row in Epsom, was arrested at 6:25 p.m. on Nov. 21, 2015, on a bench warrant out of Milford District Court from Oct. 2, 2015, for nonpayment of a fine on a controlled drugs: acts prohibited charge, $509 cash to settle. He was arrested on Loudon Road for not stopping before turning on a red light.
Charles L. Foote, 49, of Redington Road in Concord, was arrested at 9:42 p.m. on Nov. 20, 2015, for driving after revocation or suspension, a bench warrant, and a warrant after a traffic stop at Warren and Westbourne streets for a side tail lamp that was not illuminating. A check yielded a warrant out of Concord District Court for failure to appear and a warrant out of Epsom for receiving stolen property. His license was expired on Nov. 5, 2015, so he was arrested.
David R. Joyal, 26, of Branch Turnpike in Concord, was arrested at 5:49 p.m. on Nov. 18, 2015, for receiving stolen property, unsworn falsification, misuse or failure to display registration plates, and default or breach of bail conditions from an incident on Branch Turnpike on Nov. 12, 2015. He was arraigned on Jan. 4.
Timothy B. Cadorette, 27, of Glass Street in Suncook, was arrested at 1:40 a.m. on Nov. 17, 2015, on two counts of driving while intoxicated after his vehicle made an improper turn on Pleasant Street and began to travel at a fast speed, according to the report. The officer caught up to the vehicle on Manchester Street. Cadorette reportedly smelled like alcohol and allegedly stated he was coming from Penuche’s in Bicentennial Square. “Cadorette’s speech was slurred,” the officer alleged. “In addition, his eyes were glassy and bloodshot.” When asked if he knew that U-turns were not allowed in the middle of two-way streets, Cadorette allegedly stated that he didn’t know, “it has been a while since driver’s ed.” After a field sobriety test, he was arrested.
Ann M. Malvey, 53, of Dicandra Drive in Bow, received a summons at 12:15 p.m. on Nov. 14, 2015, for negligent driving after an accident at Storrs and Theatre streets. Malvey reportedly stated that she had looked down to check the green icon for her Prius’ battery and when she looked up, saw a Ford pickup’s brake lights. She tried to avoid the accident by turning but was unable to and was cited by police.
Dylan A. Simms, 19, a homeless teen now located in Concord, was arrested at 11:18 p.m. on Nov. 12, 2015, for prowling, possession of prescription drugs without a prescription, possession of controlled/narcotic drugs, and default or breach of bail conditions. Officers were sent to the Santander Bank on North State Street for a report of a possible break-in attempt at the drive-up ATM. The first officer arrived at the scene and saw Simms who reportedly matched the description of the person. The man was cuffed and asked to sit on the curb while they investigated the matter. Another officer went to speak to a witness who was across the street and alleged that Simms had just run from the bank. “I ultimately placed Simms under arrest for prowling when he could not dispel my suspicion that he damaged the ATM at the bank,” the officer reported. Police allegedly found two marijuana pipes, a “one hitter,” a grinder, and a tablet of citalopram, and he was arrested. According to police, the previous week, Simms, who had been living on Rollins Street, was arrested on a bench warrant.
Kenneth G. Garland, 50, of Manchester Street in Concord, was arrested at 9:06 p.m. on Nov. 6, 2015, for violation of a protective order. An officer met with a man who had an active temporary order against Garland requiring him not to come within 25 feet of him, according to an arrest report and court affidavit. The man alleged that at just before 4 p.m. on the day in question, he was at his home on Manchester Street and allegedly saw Garland yelling at a neighbor. At the time, he was allegedly about 10 feet from his window. The officer eyed the protective order and then went to the trailer park to take measurements. The distance where Garland was allegedly standing was seven feet from the complainant’s window. The officer spoke to Garland who allegedly stated he did go near the man’s driveway in order to get his son. He was arrested and held without bail.
