Concord Police Log: Banging on a Snow Plow Truck Door Leads to Arrest

Plus, numerous residents arrested on warrants; others charged with shoplifting.

Walter I. Healey, 60, a homeless man now located in Concord, was arrested at 4:38 p.m. on Jan. 5, 2015, for felony theft, criminal trespass, resisting arrest or detention, and consumption of liquor on private property. Officers and a sergeant were sent to Market Basket on Storrs Street for a shoplifter, later identified as Healey, who was reportedly uncooperative. Healey was being held in the manager’s office, allegedly attempting to drink vodka from a bottle he was in possession of, according to a court affidavit. Healey allegedly stole a Natty Daddy Ice Beer, a buffalo chicken calzone, and another sandwich from the store, according to the report. He had been ordered to stay away from the store in May 2014. Healey was arrested and held without bail.

Kelly Martin, 31, of Pitman Street in Concord, and Stephanie L. Pierce, 31, of Heartwood Lane in Concord, both received a summons at 4:14 p.m. on Jan. 5, for theft. An officer was sent to Walmart on Loudon Road for a report of two shoplifters in custody. A store employee alleged that Martin and Pierce conceal mattress protectors, two pairs of baby shoes, two bottles of “Splat” hair dye, water, barrettes, and a scarf, about $272 worth of items. They are due in court on Feb. 9.

Justin T. Martin, 30, of Thompson Street in Concord, was arrested at 11:20 a.m. on Jan. 5, on warrants for nonappearance in court on Oct. 31, 2014, on a drug possession charge out of Rockingham Superior Court, without bail allowed, and a Franklin District Court on a driving after revocation, suspension, subsequent charge, $1,000 cash bail.

Brandon M. Henry, 20, of Beach Pond Road in Wolfeboro, was arrested at 11 a.m. on Jan. 5, on driving after revocation or suspension and suspended registration charges. While on Loudon Road at the intersection of East Side Drive, an officer ran a check on a Dodge Durango and found that the registration was suspended and the driver’s privileges suspended. The vehicle was pulled over and Henry was arrested. The check yielded a suspension from Dec. 30, 2014, on a cancellation of insurance. He was also convicted of operating after revocation in Laconia District Court in July 2013. Henry is due in court on Feb. 9.

Maurice R. Boucher, 70, of village Street in Penacook, received a summons at 8:48 a.m. on Jan. 5, on a conduct after an accident charge from Dec. 23, 2014, at the intersection of Washington and North Main streets. He’s due in court on Feb. 9.

Warren R. Picard, 52, a homeless man now located in Concord, was arrested at 8:55 a.m. on Jan. 4, on a public disposal of human waste city ordinance violation, and again at 11:26 a.m. on Jan. 5, for consumption of liquor on private property and default or breach of bail conditions. A witness reported to police that when she went to use the ATM at TD Bank on North Main Street, she saw a man urinating in a trashcan while standing next to a beer. Officers arrived at the scene and realized that it was Picard, who was summoned on Jan. 2, for the same charge. He was arrested and was due to be arraigned in court on Feb. 9. In the second incident, Picard was allegedly drinking beer in the McDonald’s Restaurant on South Main Street. The store manager requested that police remove him and issue a no trespass order. The officer went to speak to Picard, who was allegedly intoxicated, and had an open Natural Light Beer and nine other cans in his pockets. His bail conditions required that he refrain from drinking, so he was arrested.

Lance M. Barreto, 23, of Rollins Street in Concord, was arrested at 4:43 a.m. on Jan. 4, on two counts of resisting arrest or detention and disorderly conduct. According to an arrest report and court affidavit, officers were called to South State and Concord streets for a report of an intoxicated man stumbling in the road and refusing to get out of the way of a plow truck. The officer came into contact with Barreto near Pleasant Street allegedly banging on the passenger door of the truck, yelling. Another officer also arrived at the scene. Barreto reportedly continued pounding on the truck door but stopped when the reporting officer approached. The officer alleged that Barreto appeared “heavily intoxicated,” had difficulty standing up, appeared lethargic, and stated he was doing nothing wrong and wasn’t driving. The officer spoke with the plow truck driver who stated that Barreto allegedly wouldn’t get out of the way. The officers took Barreto into custody but he allegedly pulled away from them a number of times. “I did nothing wrong,” he allegedly stated. At headquarters, Barreto allegedly became agitated and continued yelling, wouldn’t calm down, and confronted officers so he was taken down. He was later held without bail.

Joseph C. Schiltz, 33, of North State Street in Concord, was arrested at 10:54 a.m. on Jan. 3, on bench warrants. An officer was sent to an apartment on North State Street for a landlord/tenant issue. During the process of dealing with that issue, the officer learned that Schiltz had two active warrants out of Concord District Court for nonpayment of fines on Nov. 26, 204, on a DWI charge, $670 cash bail. The second was an operating without valid license charge, $305 cash bail.

Aaron M. Kashian, 26, of Cherry Street in Concord, was arrested at 3:19 a.m. on Jan. 3, for resisting arrest or detention warrant. An officer patrolling the area of Greenwich Street and Airport, Road, due to recent criminal activity in the area, made contact with two individuals. Both said they were out for a walk and having a cigarette. Neither had identification, according to the report. Kashian reportedly stated he had just been released from the state prison three days before, where he was being held on a probation violation. A check revealed an active warrant on a resisting arrest charge. Kashian is due in court on Feb. 9.
