Concord Police Log: Bow Man Charged with Sexual Assault Fondling

Plus, homeless woman faces three heroin drug sale charges; bail jumping arrest leads to alleged pawned items.

Foad Afshar, 55, pictured, of Hidden Forest Drive in Bow, was arrested at 9:12 a.m. on July 14, 2015, and charged with aggravated felonious sexual assault fondling, a felony, and two counts of unlawful practice; penalty, from Dec. 23, 2014, and Jan. 6, 2015. According to reports, Afshar operated a mental health practice called the Cleer Institute on Tremont Street reportedly without a license and allegedly sexually assaulted a boy he was treating. He was scheduled to be arraigned on Aug. 17.

Justin D. Belair, 22, of Rollins Street in Concord, was arrested at noon on Aug. 19, and charged with felony duty to report, possession of controlled drugs, and a bench warrant. On Aug. 14, according to a court affidavit, a detective was checking compliance on registered sex offenders and alleged that Belair was overdue on his semi-annual registration, within five days of July 8, 2015. According to the report, the Tier 1 sex offender, who was convicted of felonious sexual assault against a victim under 16 in 2013, registered on Jan. 15, 2015, and changed his status to “homeless” on April 24, 2015, although he had a temporary place on Portsmouth Street. The detective also found an active warrant for nonpayment of a fine on a criminal trespass charge, $368.40 cash to settle. His probation officer stated that he was living on Rollins Street. A warrant was issued for his arrest and officers were sent to the apartment to arrest Belair. When they arrived, he was allegedly “sitting on his bed smoking a glass pipe containing marijuana,” according to a court affidavit. After confirming his identity, he was arrested and put on a 72-hour by his probation officer.

Andrew B. Herman, 21, of Franklin Street in Concord, was arrested at 1:25 p.m. on Aug. 18, on a bench warrant. Herman was stopped on South Main Street near Taylor Rental for not using a directional while making a left hand turn. The warrant was out of Concord District Court on July 9, 2015, for controlled drug: acts prohibited. He’s due in court on Oct. 6.

Galen E. Sawyer, 52, a homeless man now located in Concord, received a summons at 12:12 p.m. on Aug. 17, for possession of alcohol beverages on public property for allegedly drinking a Natural Ice on the ground outside of the Gully Hill Road Shell station. He’s due in court on Sept. 21.

Rodney J. Moody, 45, a homeless man now located in Concord, received a summons at 10:36 p.m. on July 11, for possession of alcoholic beverages on public property after officers on bike patrol allegedly saw him drinking beer on the Statehouse Plaza.

Robert J. Lemieux, 50, of Union Street in Manchester, was arrested at 7:30 p.m. on July 12, for bail jumping. According to police, he was expected to be in Concord District Court on March 27, 2013, after being arrested in February 2013 for driving after revocation or suspension, driver’s license prohibitions, and warrants out of Salem District Court from September 2012 for sale of controlled drug (heroin, crack cocaine), and Rockingham County for felony possession of controlled drugs (heroin, buprenorphine). Police attempted to reach him but were unable to. On July 12, Bow Police arrested him on the active warrant. He was served while being held in the Merrimack County House of Corrections. At that time, Bow Police also served him with a warrant for three counts of theft by unauthorized taking after allegedly pawning a chainsaw, ladder, and camera, after allegedly getting back into drugs, according to a court affidavit.

Angela M. Skinner, 26, a homeless woman now located in Concord, was arrested at 3 p.m. on July 11, on three felony counts of sale of controlled drugs on Nov. 20, Dec. 3, and Dec. 11, 2014, on Thorndike Street, allegedly involving heroin. She was arrested by the Tilton Police on other charges and transported for a transfer with Concord Police at the park and ride in Canterbury.

Jean C. Mfataneza, 33, of Concord Gardens in Concord, was arrested at 12:41 a.m. on July 11, for criminal mischief. An officer was sent to the complex for a report of several loud bangs and yelling from one of the apartments. Witnesses stated that they heard someone yelling “What do you want?” and “I just broke everything in the house.” Later, they heard, “I just killed someone at Morningstar.” Another officer and the reporting officer went to the apartment and separated the parties. The woman claimed that Mfataneza allegedly had been drinking, became violent, and broke a television stand. The reporting officer was unable to get much information from Mfataneza, “due to the language barrier and his level of intoxication,” according to the report. He reportedly told officers the apartment at Morningstar where there might be a problem. Officers checked the apartment out and no one was hurt there, according to the report. Mfataneza was then arrested.

Ashley Murgatroy, 29, of Ham Avenue in Belmont, was arrested at 7:26 p.m. on July 10, and charged with theft and two counts of possession of controlled drugs, all felonies, as well as two counts of possession of prescription drugs without a prescription. Officers were sent to Sears on Loudon Road for a report of a shoplifter in custody. The woman, Murgatroy, allegedly took several items and went into the dressing room. She then allegedly paid for a T-shirt but not the other items, including another T-shirt, an LED flashlight, a black handbag, and sunglasses, valued at about $115, according to video footage and a report. She was then arrested. During a search, police allegedly found six Sertaline pills, two and half Clonidine pills, three Suboxone strips, and other unknown pills. Since she had two previous theft convictions from Belknap Superior Court and Laconia District Court in May 2009, the theft charge was elevated to a felony.

Ella F. Kidder, 37, of Bridlepath Terrace in Concord, was arrested at 12:45 p.m. on July 10, 2015, and charged with possession of controlled drugs. Also arrested was Mike D. Kidder, 37, on possession of drugs and transportation of alcohol/open container. Officers on Old Turnpike Road spotted a Jeep with a defective driver’s side brake/taillight and pulled the vehicle over on Ripley Road. When the female driver rolled down her window, the officer allegedly smelled marijuana coming from the vehicle. When asked if she had been smoking, she allegedly confirmed that she had, and handed the officer a glass pipe and a Ziplock bag of marijuana. When asked if he knew that there was marijuana in the vehicle, her husband alleged stated, “Yes,” and he was arrested. Police also allegedly found an open bottle of Gilbey’s Vodka on the floor of the vehicle.
