Concord Police Log: Compliment About a Home Leads to Breach, Theft Charges
Plus, man allegedly "went crazy" with windshield wipers, teen arrested for pills, resisting, and couple from India fight about cellphone.

Steven H. Cowart, 24, of Union Street in Concord, was arrested at 1:28 a.m. on June 4, 2015, for simple assault, domestic violence-simple assault, and criminal mischief. An officer met with a man who stated that earlier in the morning, while driving home from Bow, Cowart allegedly “started flipping out, arguing” inside his truck. The man later pulled over at the Unfranchised Auto on South Main Street and Cowart got out and allegedly started hitting the truck. The man said he tried to restrain Cowart to keep him from doing any damage to the vehicle and he later fell on the ground. Cowart reportedly calmed down and they got back in the truck to head home. “While driving home, Steven grabbed a hold of the gearshift and put the truck in park while the truck was moving,” the officer reported, but he put it back in gear and kept driving. At home, Cowart allegedly “went crazy” and ripped off a windshield wiper and started banging the truck with it, cracking the windshield. He then ran into the apartment and allegedly smashed a potted plant and threw a microwave oven down the stairway. The man left and went to police headquarters. The officer noted that he had a fresh abrasion on his front forehead. The officer made contact with Cowart and after some discussion about the incident, arrested him. He was held without bail.
Roman R. Cornelius, 26, of Electric Avenue in Penacook, was arrested at 1:11 a.m. on June 3, for receiving stolen property and default or breach of bail conditions. Officers were sent to Fisherville Road for a report of a suspicious man on a bicycle. A woman on Manor Road reported that the man approached her and complimented her about her home. He then left, riding a bike from the area. The officers caught up with the man, Cornelius, on North State Street. While speaking with him, they reported that he smelled like liquor but he reportedly denied a conversation with anyone on Manor Road. Cornelius, it turned out, was in the NCIC database as a missing person and had bail conditions from the previous month requiring him not to drink. Cornelius was then arrested and later, while speaking with the officer, allegedly admitted that the bicycle was stolen, so that charge was added to the breach charge. He was held on $500 cash bail.
Markas-Michael A. Sanders Jr., 20, of Kesavan Drive in Boscawen, was arrested at 10:48 p.m. on June 1, for simple assault and domestic violence-simple assault. Officers were called to Charles Street in Penacook for a report of a woman running away from two men screaming for help. They checked the area but didn’t find anything. Later, in the parking lot of the Sam’s Convenience Store, a man and a woman were working toward the officer with the woman holding an injured hand. The woman alleged that she and her boyfriend, Sanders, got into an argument earlier on Washington Street. Sanders reportedly left and she went to speak with him and his cousin, attempting to work things out, she said. The two continued arguing and while walking on Charles Street, Sanders allegedly pushed her in the chest and she fell to the ground. A person in a truck later picked him up and she attempted to grab the side of the truck to continue speaking to Sanders. The truck then pulled away and she fell to the ground again, injuring her hand. She admitted that she shouldn’t have grabbed the truck and refused to fill out paperwork or allow the officer to take pictures of her injuries. The officer spoke to a witness who warned them to quiet down or he would call police. He reportedly didn’t see Sanders allegedly push the woman. The officer and a Boscawen officer then went to visit with Sanders. After discussing the incident, he was arrested. He’s due in court on July 13.

David W. Partridge, 19, of Pleasant Vallie Drive in Belmont, was arrested at 9:51 a.m. on May 30, and charged with possession of prescription drugs without a prescription, resisting arrest or detention, and a bench warrant. An officer was sent to West Street for a report of people loitering in the area. When he arrived, he spoke with five people hanging out on the street. One of the individuals, Partridge, had a warrant out of Concord District Court for nonpayment of fines on an unlawful possession of alcohol charge. Another officer and a sergeant arrived and Partridge was arrested. However, he allegedly walked away and stated, “I am not getting put in handcuffs.” The officers grabbed onto his arms and he allegedly pulled away from the officers. The reporting officer and his mother kept telling Partridge to stop resisting but he allegedly wouldn’t cooperate, stating he took care of the issue and there shouldn’t be a warrant. Eventually, they were able to get him into handcuffs. During a pat down, police allegedly found a prescription bottle in his pocket with five Gabapentin capsules. The reporting officer alleged that Partridge was difficult during process, refusing to answer questions about his name, address, and other information. He’s due in court on July 6.

Krystie L. Perkins, 27, of South Main Street in Franklin, was arrested at 5:06 p.m. on May 13, for driving after revocation or suspension and a bench warrant after a traffic stop for an expired inspection sticker on Village Street. After the stop, Perkins was found to have a nonappearance in court warrant out of Exeter, $410 cash to settle. She’s due in court on June 16.
Garrett W. Halle, 22, of Stone Street in Concord, was arrested at 11:41 a.m. on April 17, for theft by unauthorized taking or transfer from an incident on Stone Street on March 25, 2015.
Chad R. Fennessey, 23, of Library Street in Allenstown, was arrested at 9:02 a.m. on April 17, for negligent driving and conduct after an accident from an incident on April 13, 2015, on Merrimack Street.
Robert W. Glodgett, 52, a homeless man now located in Concord, was arrested at 11:23 p.m. on April 15, for criminal trespass. An officer was sent to the McDonald’s Restaurant on South Main Street for an intoxicated man with an active trespass letter. The officer recognized Glodgett from previously incidents and dispatch advised he was given the letter on March 22, 2015. Glodgett was allegedly “incapacitated due to his alcohol consumption” and arrested and held without bail.
Anne Hartshorn, 64, of Coolidge Avenue in Concord, received a summons at 5 p.m. on April 15, for operating without a valid license after a traffic stop at South and Rockingham streets for failure to stop at a stop sign.
Pratikkumar Patel, 29, of East Side Drive in Concord, was arrested at 11:37 a.m. on April 15, for simple assault and domestic violence-simple assault. Officers were sent to East Side Drive for a domestic dispute with dispatch stating that a woman alleged that her husband pushed her and then the phone went dead. When they arrived, officers noticed someone banging on the window trying to get their attention. They went inside and first spoke to Patel who reportedly stated that his wife had taken his cellphone and wouldn’t give it back. The two started to argue about where she was going to live because he wanted her to leave. They had just moved to East Side Drive during the past few weeks and Patel’s parents came to join them from India. Patel alleged that his wife bit him and slapped him, with the officer noting the teeth marks on his arm. She then reportedly slapped his mother’s face, he alleged. While speaking with the second officer, the woman alleged that Patel scratched her and pushed her. He allegedly attempted to grab her by the neck and she bit him in self-defense. She then left and called 911. The officer noted that she has bruises on her arm that would indicate being grabbed. Patel was later arrested.
Donald W. Belisle, 38, of Kilm Drive in Litchfield, was arrested at 11:36 p.m. on April 14, for simple assault from an incident on March 17, 2015, at Schnitzer Northeast on Poplar Avenue.
James K. Hussey, 26, of Pleasant Street in Pembroke, received a summons at 4:30 p.m. on April 14, for operating without a valid license after a traffic stop on Liberty Street for an expired inspection sticker.
Chivell A. Kinerk, 46, of Eastern Avenue in Manchester, was arrested at 2:04 p.m. on April 14, on a warrant. An officer and Concord Fire and Rescue teams were sent to Downing and Grove streets for a man on the ground. According to dispatch, the man, Kinerk, had just been released from Concord Hospital against medical advice. He reportedly refused medical treatment. Kinerk, however, had an active warrant out of Hillsborough County Superior Court for a probation violation and was arrested. He was later re-admitted to Concord Hospital for treatment and picked up by sheriffs later.
