Concord Police Log: Man Charged with Choking Woman, Trashing Bathroom

Plus, homeless people found in the back of a pickup truck in the Durgin Garage; Henniker woman charged with DWI.

Cleon D. Hoggard, 27, (pictured) of Lakeview Drive in Concord, was arrested at 11:33 a.m. on Sept. 25, and charged with felony second-degree assault, three counts of simple assault, and criminal mischief. Police were sent to Carter Hill Road at around 9:15 p.m. on Sept. 24, for a report of an assault in the area. They spoke with a woman who was “extremely distraught” and stated she had been assaulted on Lakeview Drive. She alleged that Hoggard had assaulted her and was assaulting another woman at the home. More officers and a sergeant arrived at the scene and headed to the residence. When they arrived, they spoke to the second woman’s father who stated he didn’t know where Hoggard was and suspected he had fled on foot. The father stated that his daughter had some friends over and two of them – the first woman and Hoggard – “had history.” One person pepper-sprayed his daughter and Hoggard and hid in a bathroom. Hoggard allegedly began kicking on the door and wall, destroying the door. The father noted that the bathroom had just been remodeled. The daughter stated that she and Hoggard, who were dating, began arguing but denied that it got physical. Police later spoke to the woman who pepper-sprayed the pair. She alleged that Hoggard threw the other woman to the ground. “He was acting crazy,” the witness alleged, and they feared for the woman’s safety. The victim alleged that Hoggard requested her to go outside to talk and when she didn’t, reportedly dragged her outside, threw her to the ground, and put both hands around her neck and pinned her to the ground. “I don’t know what happened,” she reportedly stated. “I was so scared I thought I was going to die. I s--- my pants I was so scared.” She fled the scene with a friend and called police. The next day, police returned to the house and arrested Hoggard on the charges. He was held without bail.

Merivic Cuviolas Arevalo, 51, of Rumford Street in Concord, was arrested at 1:22 a.m. on Oct. 5, on a simple assault charge. Police were sent to Rumford Street for a domestic assault. Arevalo met with police on the porch of the home and stated that she and her boyfriend got into a fight after she confronted him for speaking negatively about her on the phone. The man alleged that she began hitting on the bathroom door and yelling at him. He denied saying another about her. Arevalo allegedly came into the bathroom and slapped his cellphone from his hand and began hitting him. The officer noted redness on his face and cheek and Arevalo was arrested.

Heather Elaine Lawson, 35, of Mountain Hunger Road in Henniker, was arrested at 1:44 a.m. on Oct. 5, on two counts of driving while intoxicated charges. A sergeant and officers pulled over Lawson for a yellow lane violation outside of McDonald’s Restaurant on South Main Street. Lawson reportedly admitted to drinking at Penuche’s in Bicentennial Square earlier in the evening. She agreed to a field sobriety test and was arrested.

Alan Gene Duval, 24, of Warren Street in Concord, was arrested at 6:19 a.m. on Oct. 5, on a criminal mischief charge from Aug. 14, at the Firehouse Block Apartments, allegedly smashing a glass table. Police were sent to a barking dog complaint on Warren Street and realized that the man in the apartment, Duval, had an active warrant, and he was arrested.

Joshua C. Kennard, 39, of Mountain Road in Concord, was arrested at 6:40 a.m. on Oct. 5, on obstructing the report of a crime or injury and default tor breach of bail conditions on Mountain Road on Sept. 29. Police were called to the home for a man who was screaming in the street and imagining people outside the home who weren’t there. Kennard, police allege, slapped a phone out of his mother’s hand and was arrested. Since he was out on bail from another charge, a breach charge was added.

Andreanne Pauline LeFebvre, 24, of Allenstown, was arrested at 8:15 p.m. on Oct. 5, on a felony theft by unauthorized taking or transfer against Irving Oil on North State Street on March 28.

Anthony Michael Roesel, 22, a homeless man now located in Concord, was arrested at 9:22 p.m. on Oct. 5, and charged with criminal trespass and consumption of liquor on private property. He was arrested outside of the TLC Adult Daycare on Loudon Road after allegedly refusing to leave the premises.

Alexander Roy Mahan, 20, a homeless man now located in Concord, was arrested at 1:36 a.m. on Oct. 6, on a bench warrant. Heidi May Sweeney, 36, a homeless woman now located in Concord, was also arrested on a bench warrant. An officer approached a number of people with sleeping bags hanging out in the back of a pickup truck in the Durgin Block Parking Garage. The four people reportedly told the officer they were homeless and were crashing in the back of the pickup truck in various locations around the city. One, Mahan, had a bench warrant for criminal trespass, $1,000 cash bail. He was arrested and held without bail. Sweeney had two bench warrants out of Concord District Court for failure to appear on a criminal trespass charge and failure to appear on a theft by deception charge, $1,000 cash bail. She was arrested and held without bail.

Kyle Bruce Warriner, 19, of Chesley Street in Concord, was arrested at 1 p.m. on Oct. 6, on criminal mischief charge on Oct. 4, in an apartment on Myrtle Street.

Jason Webb Goodwin, 34, of South State Street in Concord, was arrested at 6:30 p.m. on Oct. 6, on simple assault and criminal mischief charges. Police were called to a domestic dispute on an apartment on South State Street where a woman alleged that her husband, Goodwin, “put his arm around her neck to hold her down, ripped her ring off her finger, and broke her phone before leaving in a silver caravan.” Goodwin reportedly acknowledged to his mother that he smashed the phone. He allegedly told police that they were fighting about their marriage and she struck him first. She denied striking him first and Goodwin was later arrested.
