Concord Police Log: Weare Man Arrested for Drugs, Assault
Plus, Bow man crashes after falling asleep; two men fight about a woman on Pitman Street.

Dylan Gagne, 22, of Downing Street in Concord, was arrested at 12:40 a.m. on Sept. 6, on two counts of driving while intoxicated, possession of drugs, possession of controlled drugs, and transportation of alcohol/open container. An officer noticed a Honda Civic driving about 15 mph while crossing under the Exit 13 I-93 underpass. At Hall street, the vehicle “accelerated quickly while veering between both lanes,” according to the report. The officer pulled the vehicle over on West Street. The driver, Gagne, allegedly smelled like alcohol and was asked to step out of the car. Gagne allegedly was “unsteady on his feet and swaying slightly.” After a field sobriety test, he was arrested. An officer took inventory of the car and allegedly found an open can of Bud Light, a tin with marijuana, and a smoking device with marijuana in it.
Daniel Ryan Cotnoir, 26, of Alton Woods Drive in Concord, was arrested at 1:10 a.m. on Sept. 6, on a bench warrant as well as possession of controlled drugs, a felony, and possession of prescription drugs without a prescription. Officers were on a call at Salisbury Green when they were approached by Hodges Security about an issue with two men in a pickup truck who wouldn’t move along when requested. The woman stated that they were rude and obnoxious. One of the men, Cotnoir, had a bench warrant out of Lancaster District Court from Jan. 8, for nonpayment of a fine, $405 cash to settle, on a driving while intoxicated charge. During processing, Cotnoir was allegedly in possession of two and a half pills identified as Buprenorphine hydrochloride.
Joshua M. Darrach, 25, of Tonga Drive in Bow, received a summons at 9:40 a.m. on Sept. 6, on a negligent driving charge. He received the summons after reportedly falling asleep and crashing into a granite fence at the Maple Grove Cemetery on Sewalls Falls Road. He’s due in court on Oct. 20.

Robert A. Waters, 32, of Meadow Road in Keene, was served a summons at 3:01 p.m. on Sept. 6, for driving after revocation or suspension. An officer ran a temp plate on a Mazda and the owner came back with a suspended license due to default child support. He was served and is due in court on Oct. 20.
Devin Aaron Baillie, 36, a homeless man now located in Concord, was arrested at 1:56 p.m. on Sept. 7, on a bench warrant. While parked behind Marshalls, an officer saw Baillie walk by and ran a warrant check and found that he was wanted for nonappearance in court from Sept. 5, $1,000 cash to settle. Baillie was arrested and refused bail.

Kenneth Paul King, 51, of Pitman Street in Concord, was arrested at 12:42 a.m. on Sept. 8, on simple assault and disorderly conduct charges. Officers and a sergeant were sent to Pitman Street for a report of a fight. The parties were separated outside and one man was treated for lacerations to his face. A cab driver who was a witness to the altercation spoke to police and alleged that King was yelling at the other man because he slept with his girlfriend. King allegedly ran at the other man and began swinging at him with his fists, struck him in the face several times, and kicked him while he was on the ground. Officers spoke to King and he stated that while in his apartment, the other man began calling his girlfriend from outside the building. King then went outside to confront him but the other man wouldn’t leave. He allegedly wouldn’t speak about specifics only that there was an altercation. He was arrested and is due in court on Oct. 20.
Michael Dana Morin, 51, a homeless man now located in Concord, was arrested at 9:40 a.m. on Sept. 8, on two bench warrants. Also arrested was Herbert N. Thibeault, 50, a homeless man now located in Concord, on a criminal trespass charge. Officers on North Main Street near Cumberland Farms saw Thibeault on the property and checked to see if he still had an active no trespass letter and he did. They spoke to Thibeault and he allegedly admitted to being on the property, looking for discarded cigarette butts. A check of another individual, Morin, yielded active warrants for nonappearance in Concord District Court on a criminal trespass charge from earlier in the week, $1,000 cash to settle. On Sept. 10, Thibeault was arrested again for breach of bail and possession of alcohol charges, outside the DOT building on Stickney Avenue.
Joshua Alexander Knight, 35, a homeless man now located in Concord, was arrested at 12:54 p.m. on Sept. 8, on felony theft by unauthorized taking (two previous misdemeanors) and possession of controlled drugs. Officers were sent to the Cumberland Farms on North Main Street for a theft report. The clerk alleged that Knight stole a 40-ounce Old English Malt Beverage and a sandwich. Knight denied stealing anything from the store but the reporting officer found the empty beer can and the wrapper for the sandwich where Knight was sitting. He was arrested and during processing, a one-hitter pipe with marijuana residue was allegedly found in his pants pocket. He was held without bail.
Justin Daniel Briggs, 23, of South Street in Concord, received a summons at 1:31 p.m. on Sept. 8, on a pedestrian on roadway violation. Officers saw Briggs walking in the middle of Rumford Street and suggested that he use the sidewalk. Briggs was reportedly wearing his headphones and didn’t acknowledge the officer. He was stopped and asked for his license and allegedly “was extremely rude and hostile.” Briggs, the officer alleged, stated that he didn’t have to use the sidewalk and could walk in the road if he wanted to. Briggs allegedly continued to curse and be rude so he was issued a summons. After receiving the summons, Briggs allegedly “walked away and continued with a verbal rant of expletives while holding up his middle finger.” He did, however, begin walking on the sidewalk.
Amy Jo Currier, 26, of Poplar Avenue in Concord, was arrested at 3:20 p.m. on Sept. 8, on a bench warrant for simple assault on Aug. 14, at Concord Hospital. She was also transferred to Jaffrey Police for charges by that department.
Henry R. Pratte, 55, of Goffs Falls Road in Manchester, was arrested at 4 p.m. on Sept. 8, on an electrician’s rules and regulations violation from Aug. 19, 2013, on Boanza Drive. He’s due in court on Oct. 20.
Michael Gilman, 50, of Sewell Hoyt Road in Weare, was arrested at 8:10 p.m. on Sept. 8, on simple assault and possession of controlled drugs charges. Officers were sent to an apartment at South State Street for a domestic. A woman answered the door and “was visibly upset, was shaking, and having trouble verbalizing what had happened.” According to the woman, she and her boyfriend, Gilman, had been arguing about money, that she paid all the bills, and had been trying to get him to move out. She had a few beers and he reportedly had a lot of beers. He later reportedly accused her of taking his debit card and shoved her to the ground. Gilman began rifling through drawers trying to find his car. Later, while she was trying to hide in the bathroom, he allegedly pushed her off the toilet and into a shower stall. The officers went next door to talk to Gilman and he denied getting physical and was arrested. After being patted down, police allegedly found Gilman to be in possession of marijuana in a baggie and a metal pipe. He’s due in court on Oct. 20.
