According to arrest reports, Manchester Police arrested Timoney and handed her over to Concord Police on an electronic bench warrant issued on Sept. 28, 2015, out of Concord District Court for nonappearance in court, $1,000 cash bail.
On the stolen property and breach of bail charges, according to a court affidavit, officers were sent to the Walmart on Loudon Road at around 9 p.m. on Aug. 24, 2015, for a report of a theft. Dispatch told the officers that there was a woman attempting to return items that store employees thought might be stolen, a popular scam run by people looking for quick cash for drugs.

When the officers arrived, they reportedly saw Timoney in the parking lot with James Weatherbee, the man who owned the car in the court parking lot when she was busted for heroin in September, and another previous arrestee of a numerous crimes, including felony retail crime enterprise.
The officers spoke to the Walmart employee who stated that Timoney and Weatherbee were allegedly in the electronics section of the store about an hour before. Weatherbee, she alleged, “selected several packages of what appeared to be electronic power cords” and then the pair separated in the store. Weatherbee was reportedly tracked to the Garden section of the store.
“(The employee) stated that she caught up with the male subject and observed that he did not have the items in his hand but that the front of his shirt was bulging,” the court affidavit stated. “(She) stated that it was obvious to her that the items the male subject had been carrying were concealed in his shirt.”
Store policy keeps employees from approaching anyone suspected of shoplifting unless they actually sees the act, according to the report, so she let Weatherbee leave the store.
About an hour later, the woman, later identified at Timoney, allegedly came back into the store with two packages of computer cables and was standing in line at the service desk. The store employee reportedly confirmed that the items were the same items that Weatherbee had allegedly selected during her previous encounter with him.
The officers escorted Timoney out of the store and when asked what happened, she allegedly admitted that Weatherbee stole the computer wires and asked her to return the items for him. Weatherbee allegedly confirmed to another officer that he had stolen the items, according to the court affidavit.
“Mr. Weatherbee stated that he stole the items because he was homeless and had no money,” the report alleged.
The reporting officer later watched surveillance of the situation and reportedly confirmed the employee’s statement.
The warrant against Timoney was issued on Sept. 16, 2015, and she was arrested last month. Weatherbee was arrested on Sept. 28.
