11:46 a.m. on March 21: The New Hampshire Department of Health and Human Services announced Thursday Nyabunguye “Eric” Tembasi, a “longtime patient” at the hospital who “eloped” from the facility Tuesday and failed to return, was found Wednesday night.

According to scanner chatter, Tembasi showed up at the apartment of a family member on Loudon Road around 8:45 p.m. The family member then called Concord police. According to a watch commander, state officials requested Tembasi be returned to the hospital if caught. Charges by the Concord police could be issued against him there. Bail, too, could also be dealt with, they said.

Officers went to the apartment and took him into custody just before 9 p.m.

CONCORD, NH — State officials, including the New Hampshire Department of Health and Human Services, are asking for the public’s help finding a patient who “eloped” from the facility on Tuesday and failed to return.

Nyabunguye “Eric” Tembasi, 31, was described as a “longtime patient” at the hospital who has been allowed “less restrictive movement” around the Hugh Gallen State Office Park campus, “under supervision status.” He was “appropriately walking outside, at the time,” an unidentified public information officer said, adding, “all protocols were followed.

Tembasi was described as Black, about 5 feet, 11 inches tall, and weighing around 185 pounds. He was last seen wearing black sweatpants, a black jacket, and black sneakers with white trim.

According to scanner chatter Tuesday, Concord police were alerted to Tembasi fleeing the state compound and began searching for him around the city but were unsuccessful. New Hampshire State Police, the supervisors of the campus police, did not return an email seeking comment about the case Tuesday.

Tembasi “is not believed to be a danger to the community,” an official said. But his lengthy criminal history might challenge that statement.

Between 2012 and 2021, Tembasi was arrested or summoned on charges 44 times. Some of the charges include burglary, simple assault, attempting to assault a police officer, possession of controlled drugs, criminal threatening, theft, receiving stolen property, stalking, criminal trespass, breach of bail, violation of privacy, resisting arrest, criminal mischief, loitering and prowling, domestic violence, marijuana possession, and warrants. Tembasi was also accused of sexually assaulting a family member in 2019.

Tembasi was also issued an involuntary emergency admission as a child, not long after he was relocated to the United States as a refugee, having witnessed members of his family being killed in the Congo. He was banned from Concord Housing Authority properties in 2015.

“State Office Complex Police is working with local and state law enforcement to locate this individual,” the alert stated.
