Teardrop Tattooed Teen In Alleged Trespass Trouble: Concord Police Log
New resident to Concord arrested on sex offender registration warrants in Virginia, Texas and a homeless man arrested for trespassing again.

CONCORD, NH — Steven M. Rowell, 19, file photo, of Route 4 in Danbury, was arrested at 1:05 p.m. on Feb. 6, 2017, for criminal trespass. According to a court affidavit, on Nov. 27, 2016, a Beacon Street woman met with a police officer to report a possible criminal trespass incident. She alleged that Rowell was on her front porch around 10 p.m. and rang her doorbell. Rowell allegedly asked her if her husband was home. The woman reportedly told Rowell that he was trespassed from the property and he reportedly left. The woman told the officer that Rowell was trespassed from the property in March 2016. Dispatch confirmed that the trespass notice was still active. The officer asked the woman if she was sure it was Rowell and she stated that she was “100 percent sure” because she had known him for more than a year as her husband had tried to help him in the past. A few days later, the officer spoke with the woman’s husband to see if he had invited Rowell to the home and he reportedly stated he hadn’t and did not ever invite him to their home, according to the affidavit. The affidavit was filed on Jan. 13.

Robert C. Bennett, 51, of Loudon Road in Concord, was arrested at 3:55 p.m. on Feb. 6, 2017, for felony fugitive from justice. According to an affidavit, Bennett is a registered sex offender in Texas and there was a non-extraditable warrant for failure to comply with registration requirements in that state. A detective filed for paperwork with the New Hampshire State Police to notify Bennett that he was required to register in New Hampshire now that he moved here. After arriving at his apartment to give him the paperwork, dispatch informed an officer that there was an extraditable warrant out of Virginia for Bennett’s arrest for a sex offender registration violation but they wanted to double-check the warrant. Bennett reportedly told police that he had served a year in prison but was appealing the charges, according to the affidavit. After the warrant was confirmed, he was arrested. According to Texas records, Bennett was convicted of aggravated sexual assault of a child – a girl, 7 – in April 1989. He was given 16 years in prison as a sentence. He was arrested on a registration charge in 2008, a verification charge in 2013, and a change of status charge in 2015, according to records online.

Emmanual Muhire, YOB 1990, of East Side Drive in Concord, was arrested at 5:30 p.m. on Feb. 6, 2017, for driving while intoxicated-second offense, driving after revocation or suspension, and default or breach of bail conditions. He was arrested after an alleged incident on Loudon Road near Pizza Hut. He was out on bail due to driving charges on Jan. 16 – including an accident.
Dana E. Haynes, YOB 1976, of Summer Street in Penacook, was arrested at 8:25 p.m. on Feb. 6, 2017, for carrying a loaded handgun without a license, after an alleged incident on Bouton Street.

Timothy D. Miller, YOB 1977, of North State Street in Concord, was arrested at 11:55 a.m. on Feb. 8, 2017, for burglary, false report to law enforcement, and unsworn falsification. He was arrested after alleged incidents on Pleasant Street.
