Concord Police: Homeless man allegedly assaults homeless pedophile, siblings fight over fentanyl patches, and an allegedly intoxicated teen.

CONCORD, NH - Travis W. Chaput, 35, a homeless man now located in Concord, was arrested at 7:24 p.m. on Jan. 31, 2016, for simple assault and domestic violence-simple assault. Police were sent to the address for a report of a domestic between adult siblings with a woman alleging that Chaput punched her in the face. Family members were at the apartment when one relative left the room and Chaput reportedly accused another relative that she did something. The woman stated she had no idea what he was talking about at which point he allegedly began yelling. “Travis struck her in the face with his hand and then grabbed a hold of her,” the report alleged. Chaput alleged that the woman started accusing him of something out of the blue and as the incident escalated, he “restrained her by grabbing her arms and pushing her onto the bed,” according to the report. “Travis stated that he did this to protect himself from her swinging at him,” the officer alleged. “Travis stated that he never punched her and only restrained her.” Another witness stated she heard Chaput allegedly slapping the woman. She added that she believed they were fighting over her prescribed fentanyl patches. Chaput was arrested and assigned a court date for Feb. 1.

Donald L. Green, 23, of Hoit Road in Epsom, was arrested at 12:40 p.m. on Jan. 20, 2016, for criminal mischief at the Royal Gardens on Jan. 5, 2016. He turned himself in on a warrant and was arraigned the next day.

Teresa S. Craigue, 49, of River Road in Concord, was arrested at 8:57 p.m. on Jan. 10, 2016, on simple assault and domestic violence-simple assault charges. Officers were sent to the home after both a man and a woman called police and claimed they were assaulted. After a second officer arrived, they began talking to the couple and trying to sort things out. Craigue reportedly said that they had been fighting for a couple of days and decided to split up; the man stated that they were arguing and had been for days. Craigue allegedly stated, “We both hit each other but I just want him to leave.” He stated he was watching football and decided to make some food. After entering the kitchen, she allegedly stated yelling at him and then struck him in the neck. He turned around and pushed her away and since she was reportedly intoxicated, she fell over. The officer noted that he had a red neck. He stated that he didn’t want to press charges but wanted her to leave. The officer went back to Craigue, who allegedly smelled like alcohol, and she alleged that he threatened to kill her. The officer went to speak to two children in the home and Craigue allegedly told the officer that he couldn’t speak with her kids. The reporting officer went to speak with them anyway and Craigue allegedly yelled, “You tell him you didn’t see anything.” One stated that the parents had been fighting for a long time and Craigue was reportedly slamming doors before the incident. They denied hearing any death threats against Craigue. She was later arrested and had a court date on Jan. 10.
Octavia C. Tavello, 18, of Nottingham Road in Concord, was arrested at 3:46 p.m. on Jan. 2, 2016, for conduct after an accident on Dec. 25, 2015, at the intersection of Perley and Pierce streets. She had a court date on Feb. 8.

Luke J. Kendall, 55, of Pembroke Road in Concord, was arrested at 11:44 a.m. on Jan. 2, 2016, on three felony duty to report counts from Dec. 10, 2015. He had a court date on Feb. 8.
Harley Proulx, 18, of Curtisville Road in Concord, was arrested at 4:42 p.m. on Dec. 13, 2015, for false report of an accident from Nov. 12, 2015. “Proulx was argumentative and rude during the initial phase of my contact with him,” the officer alleged. While fingerprinting him he apologized for his behavior, stating that he was upset, and that he knew I was just doing my job.” He was arraigned on Jan. 25.
Shawn P. Nichols, 29, of Chester Road in Derry, was arrested at 12:20 p.m. on Dec. 13, 2015, for driving after revocation or suspension and a bench warrant after a traffic stop on North Main Street for a broken rear window and registration and inspection stickers that didn’t match. Nichols had a suspended license from Sept. 11, 2015, and also had an active bench warrant for suspended license. Nichols had a court date on Jan. 25.
Felicia M. Sweatt, 29, a homeless woman now located in Concord, was arrested at 2:15 a.m. on Dec. 13, 2015, on a felony possession of controlled drugs charge and a felony bench warrant. Officers were called to the Dunkin’ Donuts on South Main Street after receiving a tip that there was a woman with an active warrant inside. The officers spoke with Sweatt, ran a check, and found that she had a failure to appear warrant on a felony receiving stolen property charge issued out of Merrimack Superior Court from Nov. 19, 2015. She was arrested and during a pat down, police allegedly found eight needles, some plastic bags, and a glass pipe with a metal screen alleged to be used for smoking meth. They also allegedly found a zolpidem tatrate tablet. “I asked Sweatt when the last time she used drugs was,” the officer alleged. “Sweatt stated she used heroin about two hours ago and she used meth about 10 hours ago.” Sweatt was arrested and held without bail.
Steven M. Rowell, 18, of Route 4 in Danbury, received a summons at 1:39 a.m. on Dec. 12, 2015, for unlawful possession of alcohol. Police were sent to the Cumberland Farms on North Main Street for a young man who needed to be taken in to protective custody due to his alleged intoxication. The officer knew him from previous contacts, according to the report. When asked how much he had to drink, Rowell allegedly stated, “roughly five shots of vodka and a few beers.” He was taken in to custody and released later to a relative. Rowell was given a summons for Jan. 25.
Justin D. Briggs, 24, a homeless man now located in Concord, was arrested at 5:57 p.m. on Dec. 9, 2015, for simple assault and two bench warrants. Police were sent to North Main Street for a report that Briggs allegedly threatened two other people before fleeing the scene toward the I-393 bridge. A woman reportedly told police she called because Briggs had active warrants from an alleged assault at The Friendly Kitchen in November 2015. The officer headed to the area underneath I-393 and then received another call that Briggs was reportedly back on North Main Street, near Cumberland Farms, fighting with another man, according to the report. When the officer arrived, the other man, a registered sex offender, had Briggs pinned to the ground. The officer ordered the man off Briggs, and he was let up and taken in to custody. While talking to Briggs, he alleged that the other man was a “f------ pedophile” that shouldn’t be allowed to walk the streets which was why he punched him previously, the officer alleged. Briggs was held without bail.
