Man Tased at Concord Gardens After Allegedly Grabbing Cop: Log

Concord Police: Fight about vacuum between roommates leads to assault charge and Penacook man charged with stealing items from hotel.

CONCORD, NH - Sarah J. Martin, 25, of Fisherville Road in Concord, was arrested on Feb. 27, 2016, for simple assault and domestic violence-simple assault. Officers were sent to an apartment on Fisherville around 11:30 a.m. for a report of an assault between roommates while one was in the process of moving out of the apartment. Martin reportedly told officers that they had already determined the ownership of property. She reportedly believed a vacuum cleaner was hers and put it in her room. While she was resting, her roommate came in and took the vacuum and she grabbed it to keep it. Her roommate reportedly began pulling pictures off her walls and when Martin went to grab the pictures, she took the vacuum. Her roommate and another person were pushing Martin at the time, according to the report, and the officer noted a cut on her finger. The other roommate stated that she came by to pick up her stuff and believed that the vacuum and a PS3 were hers. During the altercation, Martin allegedly scratched her. She showed the marks to the officer. When the officer asked about the cut on Martin’s finger, she said it was there prior to the altercation. After speaking to witnesses, Martin was arrested and arraigned on Feb. 29.

Brent M. Warren, 30, of Fayette Street in Concord, was arrested on Feb. 26, 2016, for simple assault, domestic violence-simple assault, and criminal mischief. Police were sent to Fayette Street around 10 p.m. for a 911 hang up. Dispatch noted that police were at the apartment that morning for a verbal incident between Warren and a woman. When they arrived, the woman stated that they had been arguing again. She stated that Warren had been drinking and allegedly restrained her to a bed and choked her. The officer noted bruises on her neck and scratches on her forearm. After she called 911, he allegedly took her cellphone out of its Otterbox and shattered the screen, according to the report. Police made contact with Warren at his mother’s house on Perley Street. He allegedly denied doing anything wrong and was arrested. He had a court date on Feb. 29.

Sakima S. Levy, 35, of Merrimack Street in Penacook, was arrested on Feb. 25, 2016, for theft by deception, receiving stolen property, and conspiracy to commit theft by deception from an alleged incident on July 8, 2015, at the Best Western on Hall Street. He’s due in court on April 11.

Emmanual Muhire, 26, of Loudon Road in Concord, was arrested on Feb. 20, for simple assault and resisting arrest or detention. Officers were sent to Christian Avenue for a report of an intoxicated man who stumbled into another apartment and wouldn’t leave when asked. When officers arrived, the man and another man had left, according to the report. They caught up with the two men at another building at Concord Gardens. The officers were speaking to the men and one of the men allegedly wouldn’t keep his hands out of his pockets. One of the officers tried to conduct a pat down search of the man and Muhire allegedly grabbed the officer in an attempt to stop the search, according to the report. Another officer grabbed Muhire to cuff him and he allegedly pulled away from the officer. “Emmanuel was brought to the ground,” according to the report, but allegedly continued to resist. He was warned that he would be Tased if he didn’t stop and allegedly didn’t stop. He was Tased and then cuffed, according to the report.

Kaitlyn Rollins, 22, of Willow Terrace in Loudon, was arrested on Feb. 18, 2016, for criminal trespass. Officers were sent to Walmart on Loudon Road for a report of a trespasser in the store. Employees alleged that Rollins was trespassed in August of last year. The officers approached the woman, confirmed it was Rollins, and handcuffed her. According to the report, Rollins was shown the previous trespass order and allegedly confirmed her signature on the notice. Rollins had a court date on March 21.

Gavin R. Guay, 24, of Oakmont Drive in Concord, was arrested on Feb. 17, 2016, on a warrant out of county for reckless conduct and probation/parole violation. He was arrested after an officer ran the plate of his pickup truck and found an active warrant. He was arrested and handed off the sheriffs.

Sean R. Miller, 26, of Granite Avenue in Concord, was arrested on Feb. 10, 2016, for possession of controlled drugs (marijuana). Police were sent to Wilson Avenue for a civil standby. The woman who was being assisted at the scene told police they should check the car, since the driver “frequently misuses his license plates between that car and another,” according to the report. They checked the car and allegedly smelled marijuana coming from inside. When the owner of the car opened the glove box, there allegedly was a pipe and grinder inside, according to the report. The owner of the car reportedly stated that the marijuana was Miller’s and he allegedly “immediately confirmed” the items were his, according to the report. He had a court date on March 21.

Jackson Rwigema, 35, of Concord Gardens in Concord, was arrested on Feb. 6, 2016, on a bench warrant. Police were sent to an apartment for a 911 hang up call. When they arrived, the spoke with everyone in the household and no one called 911, according to the report. Rwigema had an active warrant out of Hooksett District Court from Jan. 13, for nonappearance, and was arrested. He had a court date on March 2.

Marial A. Kocdal Loya, 27, of Old Suncook Road in Concord, was arrested on Feb. 5, 2016, on a bench warrant. Officers were sent to Jennings Drive to locate Kocdal Loya to check on his welfare by family members. At one of the apartments, Kocdal Loya was reportedly with friends and said he as fine and appeared to be OK, according to officers. Kocdal Loya, however, had a bench warrant from Jan. 27, for nonappearance in court on a simple assault charge, $310 cash to settle. He was arrested and had a court date on Feb. 29.

Todd E. Spataro, 49, of Airport Road in Concord, was arrested on Feb. 4, 2016, for false inspection or registration sticker. An officer was sent to Quik Stop on South Main Street for a report of a man slumped over the steering wheel in a BMW in the parking lot. After several times knocking on the window, the driver woke up but said nothing was wrong and declined medical attention. The stickers on his front license plate, however, didn’t match the numbers on the back plates nor the paper registration, and he was arrested. Spataro had a court date on March 14.
