Council members say confusion and missed pickups prompted the pause while staff improve technology, training, and public outreach, though routine canvassing will eventually end and citations are planned once the system is fully in place.
   

2. Portsmouth workers gain path to collective bargaining after unanimous council vote (wtkr.com) — Portsmouth city workers now have a clear path to collective bargaining after City Council unanimously approved an ordinance creating a framework to choose union representation. Firefighters say this could improve pay, safety, staffing, and equipment for those responding to emergencies across the city, including at the shipyard, ports, and along I-264, but detailed procedures for negotiations still must be set up.
   

3. Updates: Coastal storm closes NC 12; Ferry service disrupted (pilotonline.com) — Portsmouth residents who rely on the Elizabeth River Ferry are being shifted to bus shuttles because tidal flooding has suspended service between Norfolk and Portsmouth. The coastal storm is also disrupting light rail in Norfolk, reducing Jamestown-Scotland Ferry capacity, closing NC 12 near Rodanthe, and forcing schedule changes for Virginia Beach's Neptune Festival Boardwalk Weekend.
   

4. VDH monitoring floodwater risks as coastal flooding impacts Hampton Roads (13newsnow.com) — With coastal flooding affecting Hampton Roads, Portsmouth health officials are closely tracking flood-prone areas and potential contaminants that could threaten drinking water, though no major issues have been reported yet. Residents are urged to limit contact with floodwater, especially those with weaker immune systems, and to wash thoroughly and use protective gear if exposure can't be avoided.
   

5. Kato Engineering wins $49.3 million EMALS sustainment contract (militaryaerospace.com) — A new $49.26 million Navy contract will send about 18% of Electromagnetic Aircraft Launch System energy-storage sustainment work to Portsmouth, potentially supporting local shipboard electrical and engineering jobs through 2031. The deal tasks Kato Engineering with long-term support and repairs for Ford-class aircraft carrier launch systems, with most work in Minnesota and smaller portions in Virginia and New Jersey.
