1. VIMS @ 52nd Annual Virginia Beach Neptune Festival! (wm.edu) — Virginia Beach's Neptune Festival is returning to the oceanfront boardwalk, filling more than 30 blocks with free concerts, sand sculptures, races, and family activities. W&M's Batten School and VIMS will host an exhibit on coastal ecosystems, giving locals a chance to explore science, art, music, and sports all in one packed weekend along 1st through 35th Streets.
   

2. Man arrested in connection with shooting at vehicle in Virginia Beach (13newsnow.com) — Virginia Beach police have arrested a Norfolk man in connection with an August shooting on Northampton Boulevard, using automated license plate reader technology to track a fleeing vehicle. No one was struck, but the suspect faces multiple firearm and malicious wounding charges and is being held without bond at the Virginia Beach City Jail. Residents with information can still contact police or Crime Solvers anonymously.
   

3. Virginia Beach School Board asked not to file so many formal records requests (pilotonline.com) — Virginia Beach School Board members were urged by their attorney to cut back on using formal Freedom of Information Act requests against one another, which she says are costing the division thousands in staff time. Some members argue routine questions should go through the superintendent, while others worry limiting FOIA could restrict access to information, prompting calls for clearer policies.
   

4. Financial fertilizer for Virginia Beach farm-to-table kitchen (wavy.com) — A new Farm to Table Kitchen at Indian River in Virginia Beach is moving toward a Thanksgiving opening after receiving a $48,000 grant from the city and Richmond. Run by the Mosley family of the Creekmore stand at the Virginia Beach Farmer's Market, the kitchen will turn locally grown produce into prepared favorites like collard greens and sweet potato pie, supporting the city's vital agriculture industry.
   

5. Suspect in Virginia Beach 1986 murder cold case appointed public defender (wtkr.com) — A Connecticut man charged in the 1986 rape and murder of 22-year-old Roberta Walls in Virginia Beach has been appointed a public defender after a recent court appearance. Virginia Beach police say advances in DNA technology and forensic genealogy finally linked the suspect, believed to have been a Navy member living near the crime scene, to evidence collected decades ago, offering renewed hope to families of other cold cases.
