Concord Police Log: Ticked Teen Smashes Dinner Plate

Plus, birthday party in Rolfe Park turns into a domestic incident, Epsom man arrested on warrants after almost getting struck by a truck.

Garrett W. Halle, 22, of Stone Street in Concord, was arrested at 11:11 a.m. on July 1, 2015, on two counts of receiving stolen property and a bench warrant. The stolen property charges were connected to an incident on June 9, 2015. The bench warrant was out of Sixth District Court in Concord, $1,000 cash bail, from June 23, 2015. He was held and arraigned on July 2.

Matthew D. Perry, 32, of Summer Street in Penacook, was arrested at 7:20 p.m. on June 30, for simple assault, domestic violence-simple assault, criminal mischief, and obstructing the report of a crime or injury. The charges stem from an incident on April 10, 2015, on Summer Street. Perry was served with the arrests at the Merrimack County House of Correction where he was being held on a non-child support charge. He’s due in court on Aug. 3.

John Labbe, 43, of Fisherville Road in Concord, was arrested at 4:04 p.m. on June 29, on a felony possession of controlled drugs and unregistered motor vehicle. The charge stems from an alleged incident on Feb. 20, 2014, on Fisherville Road allegedly involving a needle with fentayl in it. An officer was on North State Street when he clocked a Mazda 5 going 45 mph in a 30 zone. The vehicle was pulled over in the parking lot of the New Hampshire State Prison. When told of the warrant, “Labbe stated that he had made a mistake back then and that he had been clean and on prescribed methadone since then,” according to the report. He’s due in court on Aug. 10.

Jazmin M. Donovan, 17, of Roy Street in Concord, was arrested at 3:39 p.m. on June 28, on a criminal mischief charge. Officers were sent to the home for a domestic involving a grandparent and Donovan. The grandfather “was very frustrated” and stated that Donovan was asked to perform the ”simple task” of bringing down a lamp form her room but reportedly refused. So, he went upstairs to get it and then, went back downstairs. Donovan then reportedly began swearing and screaming and allegedly threw a dinner plate down the stairs causing it to smash. The officer went to speak to Donovan and she was arrested. She’s due in court on Aug. 10.

Samantha J. Lavoie, 31, of School Street in Loudon, received a summons at 2:21 p.m. on June 4, willful concealment at JC Penny involving $200 worth of men’s and women’s clothing that she allegedly hid in a Victoria’s Secret bag while she was in a changing room.

Joshua E. Partridge, 28, of Jug City Road in Epsom, was arrested at 8:49 p.m. on May 16, on two bench warrants and a failure of pedestrian to yield to traffic summons. Officers on bike patrol at Main and Pleasant streets saw a man and woman walking in the street while do not walk signs were illuminated in all directions. After they were halfway across the street, a truck slammed on its brakes to avoid hitting the man who “made no attempt to slow down or allow for traffic to pass,” according to the report. The officer went to speak to the pair. Partridge reportedly didn’t think the situation was a big deal even though he was inches from being struck by the truck. A check yielded to warrants for Partridge – for nonappearance in court on a loitering or prowling charge out of Concord and nonappearance in court out of Laconia on a criminal threatening charge – and he was arrested and held on $250 cash bail.

Michael Foster, 52, of North Emperor Drive in Concord, was arrested at 7:35 p.m. on May 16, on two default or breach of bail conditions charges. Officers were sent to disturbance on Fisherville Road involving a man who might be in violation of a criminal bail order. The woman alleged that Foster allegedly “showed up at the residence and would not leave immediately when she asked him to go. She said he was highly intoxicated and being rude.” Foster also reportedly came over the night before and was allegedly intoxicated so she let him sleep on the sofa, according to the report. The officer then went to North Emperor Drive to speak for Foster who was meeting with pretrial services and was allegedly intoxicated. He was tested and then arrested for violating his bail from May 9, 2015.

Sean M. Cooper, 30, of Pleasant Street in Concord, was arrested at 6:31 p.m. on May 16, on a simple assault charge from May 12, 2015, on Pleasant Street.

Mark H. Bryan, 25, of Summer Street in Penacook, was arrested at 5:59 p.m. on May 16, on simple assault and domestic violence-simple assault charges. Officers were sent to Rolfe Park for a domestic with a woman alleging that her ex had assaulted her during a birthday party. She alleged that the two began arguing about money and clothes as he was about to take the kids for the weekend. She got the kids into the car and was leaning into the vehicle when Bryan allegedly struck her in the face with his hand. Bryan the reportedly exited the car and the two began arguing with him allegedly stating he was going to “lay her out, right now,” according to the report. The kids were removed from the vehicle and he left. The officer spoke to Bryan and then, spoke with witnesses and the woman again, and Bryan was arrested.

Nicole A. Minerva, 31, of Union Street in Laconia, received a summons at 12:20 p.m. on May 16, for theft by unauthorized taking or transfer after an incident at Walmart on Loudon Road. She allegedly took a necklace and a ring and placed it in her shirt. Minerva was arrested on June 22.

Jennifer R. Harding, 35, of Province Road in Barnstead, was arrested at 8:35 a.m. on May 16, for two counts of driving after revocation or suspension, unregistered vehicle, and speeding after a traffic stop on Hall Street. An officer parked outside of the methadone clinic stopped Harding who he knew had a suspended license. When the cruiser’s blue lights went on, the officer allegedly “observed Harding’s vehicle accelerate rapidly to a high rate of speed. Harding then passed a vehicle that was also traveling south on Hall St. Harding had to cross over the double yellow line at a high rate of speed to pass this vehicle,” according to the report. After being stopped, Harding allegedly said she saw the police lights and was “scared.” Her license was suspended in October 2014 and she was convicted of driving after revocation in February 2009 in Derry District Court.
