Concord Police: A man in a white coat with comic book characters and a black hat just had to go and woman arrested for second DWI.

CONCORD, NH – Anthony M. Roesel, 24, of Clough Hill Road in Loudon, was arrested at 4:15 p.m. on May 25, 2016, for reckless conduct and criminal threatening, both felonies, as well a criminal mischief, from an alleged incident at Sam’s Convenience on Village Street on April 13, 2016. He was arrested at the Merrimack County Diversion office. Roesel is due in court on July 11.

Kristie L. Matott, 36, of Fisherville Road in Concord, was arrested at 1:32 a.m. on May 23, 2016, for driving while intoxicate and driving while intoxicated-second offense. An officer stopped a vehicle driving about 10 miles per hour while the driver was reportedly “making gestures with her arms” and looking at the officer. After pulling the vehicle over, the officer “readily recognized her as Matott” reportedly “from a prior call for service where she was intoxicated.” The officer noted that she was speaking with another person on the phone using her Bluetooth and ended her call, the officer noted. She allegedly smelled like alcohol and reportedly admitted to drinking alcohol earlier in the evening, according to the report. After field sobriety tets, she was arrested.

Nicole L. Tarbox, 30, of Old Suncook Road in Concord, was arrested at 5:26 p.m. on May 21, 2016, on a willful concealment charge – nearly $65 worth of mirrors, flatware, a hair brush, and stylist items – allegedly shoplifted from Walmart on Loudon Road. She’s due in court on June 27.

Shane D. Plummer, 31, of Loudon Road in Concord, received a summons at 11:38 p.m. on May 21, 2016, for public disposal of human waste. Officers were sent to Tandy’s Top Shelf in Eagle Square for an unwanted guest – a reportedly intoxicated man wearing a white coat with comic book characters and a black hat. The officers saw the man walking toward the clock tower but he reportedly turned around when he saw the officers. Staffers from Tandy’s pointed him out and the officers walked over to speak to the man who was now on Storrs Street. “I then observed the male was urinating in the corner of the bottom level of the stairs facing Storrs Street,” the officer alleged. “I advised him that he can't urinate in public. He told me that he needed to go to the bathroom. I immediately smelled a strong odor of an alcoholic beverage coming from his breath. I noticed that his eyes were bloodshot.” Plummer was given a summons, was picked up, and driven home, according to the report. He’s due in court on June 27.
Myk T. Neuner, 28, of Lake Street in Bristol, was arrested at 5 p.m. on May 18, 2016, on a parole warrant. He was arrested after police were sent to Concord Hospital to take custody of him.
Nkurikiye Felicien, 43, of Loudon Road in Concord, was arrested at 4 p.m. on May 17, 2016, for operating without a valid license and a bench warrant out of Merrimack District Court on a reckless operating charge from November 2015. While on school bus violation patrol, an officer reportedly saw a vehicle turn onto Loudon Road from the Morning Star Apartment complex while the bus still had its red lights activated for drop-offs. The vehicle was stopped and the driver – Felicien – had an active warrant and was arrested. The officer also found out that he had been convicted in January of operating without a valid license in Concord District Court. Felicien is due in court on June 27.
Kendall B. Hardy, 20, of Lynch Road in Hill, was arrested at 1:40 p.m. on May 17, 2016, on a bench warrant for nonpayment of fine on a possession of drugs charge out of Franklin District Court from April 2016, $302.50 cash bail. She was arrested while making a no right turn on red at North Main Street and Loudon Road.
Desiree C. Kenyon, 20, pictured, a homeless woman now located in Concord, was arrested at 8:30 p.m. on May 14, 2016, and charged with felony robbery, two counts of simple assault, willful concealment, and theft by unauthorized taking or transfer. An officer, sergeant, and a detective were called to Market Basket on Storrs Street for a report of a theft incident. The sergeant was first on the scene and immediately detained Kenyon, according to a court affidavit. A store manager alleged that Kenyon had been in the store twice stealing items. The first time, they were unable to apprehend her; this time, they confronted her at the entrance of the store as she tried to exit, according to the report. A struggle ensued and she allegedly kicked, hit, and bit the store employee. Photos were taken of the bite mark and a cut on his chest, according to the report. The officer also reviewed surveillance footage of Kenyon’s alleged activities in the store. She was arrested and held on $13,000 cash bail.
Jonathan P. Vertigans, 31, of Laurel Street in Concord, was arrested at 6:12 a.m. on May 14, 2016, for disorderly conduct. An officer was sent to Laurel and South State streets for a man reportedly screaming that he wanted his mother. The man – Vertigans – was reportedly stumbling while walking on the sidewalk and then, jumping into traffic. “I observed three vehicles that had to stop due to Jonathan stumbling in the middle of the street,” the officer alleged. “I then grabbed Jonathan by the arm and escorted him to the front of my cruiser. I immediately noticed that Jonathan's eyes could barely stay open and his speech was slurred.” Vertigans was later arrested for disorderly conduct. He had a court date on June 20.
Andrew L. Mattheson, 20, of Auburn Road in Hooksett, was arrested at 1:19 a.m. on May 14, 2016, for unlawful possession of alcohol. An officer saw two men standing next to a vehicle parked in the back of People’s United Bank on Loudon Road. The officer pulled into the parking lot and reported that the men made “furtive movements” and appeared to conceal an item in the Ford Expedition, according to the report. The officer later found an open can of Bud Light on top of a tire in the wheel well and Mattheson was arrested. He had a court date on June 20.
