Jeffrey M. Allen, 55, a homeless man now located in Concord, was arrested at 3:45 p.m. on April 10 on two counts of felony drug possession as well as transport drugs in a motor vehicle and unregistered vehicle. Samuel Carter Chase, 23, of Hopkinton was arrested at 1 a.m. on April 9 on felony drug possession, transport drugs in a motor vehicle, and unregistered vehicle charges. Around 11:38 a.m. on April 1, an officer driving on Clinton Street passed a Plymouth Neon without an inspection sticker. The officer pulled the vehicle over and noticed it was covered and sealed with red evidence tape. The driver told the officer he was already stopped earlier by police, a report said. A passenger, too, offered to pay for the registration as soon as they were cleared from the stop — “as if rushing me to complete the vehicle stop,” the officer wrote. The officer accused the men of avoiding eye contact, visibly shaking, and smoking. An affidavit said the driver was identified as Chase while the passenger was identified as Allen. During the discussion with the men, the officer said they saw a mini baggie with an off-white powdery residue which they presumed were drugs. Chase, the officer wrote, admitted he was in recovery and was recently released from rehab, the affidavit said, while Allen denied there were drugs in the vehicle before being asked about them. The officer ran checks on both men and the car, which had an expired registration since Feb. 22. The officer returned their IDs but asked Chase to step out of the car. When doing so, the officer saw a hypodermic needle in the door pocket, the affidavit stated. The officer asked Chase about the evidence tape and he said it was seized by Loudon police six months ago during a search which led to drugs being found and his arrest, the report said. When asked why he left the tape on, Chase replied, “Because the chicks dig it,” the affidavit stated. The officer accused Chase of saying he barely knew Allen, but he had some marijuana and “a little dope (fentanyl).” The officer seized the Neon. After a search warrant was approved, they reported finding fentanyl in a baggie inside a cigarette box under the driver’s seat and a glass pipe container a crystal-like substance consistent with methamphetamine. Arrest warrants were issued later. Allen is due in Merrimack County Superior Court for arraignment on May 5. Chase faces two felony controlled drug; acts prohibited and three deal-possess prescription drug charges out of Loudon from November 2021 in Merrimack County Superior Court.
