Jacqueline Ryan Arsenault, 22, of Loudon Road in Concord was arrested at 12:40 a.m. on March 10 on breach of bail as well as two simple assault and two domestic violence-simple assault charges. Officers were sent to an apartment on Loudon Road for an open 911 line. Dispatch reported hearing a woman screaming, "Get off of me" and "stay away from me," according to an affidavit. When the officers arrived, they also heard the same screaming outside of the apartment and knocked on the front door. A woman answered the door and during questioning, claimed Arsenault, who she had a protective order against, was in the apartment and had assaulted her, the affidavit stated. The assault, she said, occurred after an argument about a video call she was on with another person. She accused Arsenault of attempting to get the phone from her and then, getting on top of her. The woman texted the other person a help word they had in case she needed police to come to the apartment, she told them. The officer noted scratches on the woman and cuts on her fingers. Police spoke to the other person the victim was communicating with who claimed to hear the victim say, "Don't you ever put your hands on me again," although they did not see an actual assault, the report said. Arsenault was arrested on assault charges. Since she was out on bail from an order issued on Jan. 3 and updated on March 8, a breach charge was added. She refused bail and was taken to the county jail. Later, the officer reviewed the 911 audio and reported hearing the victim screaming on the call, the report said.
