CONCORD, NH — Alexander Roy Mahan, 28, a homeless man now located in Concord, was arrested at 12:40 p.m. on April 12, 2022, on felony possession of a controlled drug and resisting arrest or detention charges and a bench warrant. Police were sent to the KFC on Hall Street for a report of a thin man with a black mohawk who was yelling and appeared to be under the influence. The store requested the man be moved along, a report said. The first officer scanned the area and found a barefooted man with a hoodie “stumbling in the parking lot” of the CVS nearby, who matched the description of the man at KFC. The officer said they became “concerned for his wellbeing given” the “observations” of the man stumbling around. But as the officer exited their cruiser, the man began to flee, the report said. The officer gave chase and reported the suspect was “obviously impaired” but would not stop as he ran along the railroad tracks behind CVS. The officer said the man was emptying a fanny pack as he ran. The officer caught up to the man, identified as Mahan, and cuffed him, the report said. The officer wrote, “(Mahan) was soaking wet with sweat and could not stand still. He started talking really fast and did not make any sense.” The report said this led the officer to believe he was high on methamphetamine. A sergeant arrived to assist, and they began picking up items thrown around during the foot chase, the report said. Mahan was accused of admitting later to possessing meth. He also said he ran because he knew he had a warrant for not showing up at drug court, the report said. An officer accused Mahan of having a baggie half-filled with white-clear crystals believed to be meth. Mahan was also accused of saying he thought he smoked all his fentanyl in the bathroom of the KFC earlier so that would not be found, an affidavit said. During processing, the officer said Mahan was “crying most of the time and talking, but I could not understand what he was saying.”
