Concord Woman Arrested On DWI, Assault Charges: Police Log
Bog Road robbery, criminal threat case; stolen bike leads to fentanyl charge; Penacook man faces felony drug charge; false fire alarm call.

CONCORD, NH — Joseph Daniel Frazier, 39, of Penacook was arrested at 11:37 a.m. on Oct. 20 on felony possession of a controlled drug and transport drugs in motor vehicle charges after an incident on Fisherville Road. His arraignment was canceled but a disposition hearing was held on Nov. 5 in Merrimack County Superior Court.
Clayton Svenberg, born 1992, of Concord was arrested at 10:16 p.m. on Oct. 20 on two warrants after an incident at the New Hampshire Liquor and Wine Outlet on Storrs Street.

Carroll R. Thompson, 50, of Lake Shore Road in Gilford was arrested at 11:07 p.m. on Oct. 19 on robber, criminal threatening-deadly weapon, simple assault, domestic violence-simple assault, domestic violence-criminal threatening, and obstruct report of crime-injury charges. He was arrested after an incident on Bog Road. Thompson was arraigned on Oct. 20 and is due back in superior court for a dispositional conference on Jan. 18, 2022.

Jonathan Taylor Gagne, 21, of Concord was arrested at 4 p.m. on Oct. 19 on two bench warrants after an incident on Loudon Road. He has an active second-degree assault and criminal threatening case out of Rochester.
Timothy L. Gobeil, 59 of Pembroke was arrested at 3:55 p.m. on Oct. 19 on a warrant after an incident on Storrs Street.
Lance C. Vivian, born 1993, of Concord was arrested at 10:05 a.m. on Oct. 19 on a false fire alarm charge after an incident at Neuro International on Loop Road.
Jackie M. Roberts, 21, a homeless man now located in Concord, was arrested at 8:55 a.m. on Oct. 19 on felony possession of a controlled drug and receiving stolen property charges as well as a bench warrant. Around 2:30 p.m. on April 27, an officer spoke to a teenager about a stolen bike. The victim said he left his Giant Cypress bike unlocked outside of Pitchfork Records on South Main Street and entered the store. When he came back outside, it was gone. A witness gave a description of a man seen riding the bike south on South Main Street. The reporting officer began searching the area and later, found a man on Black Hill Road, matching the description given by the witness, near the homeless camp at the former Concord Drive-In site. The officer entered the camp and, at first, could not find the suspect or the bike. Later, the officer found the bike abandoned. The serial number, the report stated, matched the one from the missing bike. The officer spoke to the man matching the description, Roberts, who denied riding or using the bike. After some time being questioned, Roberts said he wanted to “come clean” and said his friend, "Brandon," who lived across the street, said it was OK to take the bike, an affidavit said. When asked what Brandon’s last name was, “he dodged the question and told me he did not know the bicycle was stolen.” When asked why he took the bicycle, Roberts “told me he just needed a ride down to Black Hill.” Roberts was arrested and during a search before being placed in a cruiser, the officer accused him of being in possession of a small baggie. “Roberts uttered, ‘It’s just residue,’ as I pulled out the baggy.” The officer stated there was a brown powder in the baggie, “more than just residue,” which was presumed to be fentanyl, the report said. On Sept. 21, a lab report confirmed it was fentanyl and a warrant was issued for Roberts’ arrest. He was arraigned in superior court on Oct. 20. Roberts also has an active felony drug case from September and a felony theft charge from June, both out of Concord.
Stewart W. Jones IV, born 1995, of Concord was cited at 5 p.m. on Oct. 3 on a bench warrant after an incident on Garvins Falls Road.
Sandra Pearl Bajraktari, born 1999, of Concord was arrested at 2:12 a.m. on Oct. 3 on driving while intoxicated, simple assault, domestic violence-simple assault, and domestic violence-obstructing report of a crime-injury charges after an incident on Pembroke Road.
Machozi Lupango, 36, of Concord was arrested at 1:44 a.m. on Oct. 3 on simple assault and domestic violence-simple assault charges after an incident on Loudon Road.
