Concord Man Arrested Twice In 72 Hours: Police Log

Plus: 2 men arrested on DWI charges; convicted drug dealer arrested again; woman charged with false report; teens cited on alcohol charges.

CONCORD, NH — Joshua Ryan Wilson, born 2002, of Concord received a summons at 7:17 p.m. on July 6, 2021, on driving after revocation or suspension and operating without a valid license charges after an incident on Broadway.

Mark K. Seidensticker, 61, of Concord was arrested at 9:35 p.m. on July 4 on a driving while intoxicated charge after an incident at 125 Loudon Road.

Eric Mandigo, 40, of Concord was arrested at 4:30 a.m. on July 3 on felony possession of a controlled drug and a warrant after an incident at Carlson’s Motor Sales on Manchester Street. On May 21, he pleaded guilty to a drug dealing charge in Merrimack County Superior Court while being credited for 250 days in jail. A month later, the case was reopened after a violation of probation accusation. A warrant was issued for his arrest on June 21.

Jacob Matthew Mitchell, 19, of Allenstown received a summons at 7:48 p.m. on June 30 on a transport of alcohol by a minor charge at Keach Park.

Stephanie C. Desmarais, born 1994, of Concord was arrested at 5:15 p.m. on June 28 on a false report to law enforcement charge after an incident on Loudon Road.

Andrew Joe Bouyer, 50, a homeless man now located in Concord, was arrested at 5:30 p.m. on June 27 on a criminal trespass charge. Around 10 a.m. on June 13, officers were sent to the Shell gas station on Loudon Road opposite of Walmart for a trespass call. An employee said a man was “harassing people for money” and “refusing to leave.” He was identified later as Bouyer. She said customers from the Dunkin’ Donuts’ drive-thru were complaining that the man was bothering them for money. The officer checked and found Bouyer was still trespassed from the property. The officer eyed video to confirm he was on the property and found that he was, the report said. A warrant was issued for Bouyer’s arrest and he was picked up about two weeks later.

James G. Meinecke, born 1978, of Concord was arrested at 10:01 a.m. on June 23 on simple assault and domestic violence-simple assault charges after an incident on Silk Farm Road. He was arrested at 11:12 a.m. on June 26 on stalking, violation of a protective order, and breach of bail charges after an incident at Lewis Farm on Silk Farm Road.

Leon Paul Severance, 69, of Concord was arrested at 2:13 p.m. on June 24 on a driving under the influence charge after an incident at 42 Fort Eddy Road.

April A. Gardner, 33, a homeless woman now located in Concord, was arrested at 10:50 a.m. on June 15 on a warrant. She was arrested at the Concord Homeless Outreach Center and Shelter on North Main Street.

Danielle Rae Clark, 34, of Concord received a summons at 1:50 p.m. on June 13 on a bench warrant after an incident on Tremont Street.

Josh Hamlett, 40, of Concord was cited at 5:21 p.m. on April 18 on a simple assault-mutual combat charge at police headquarters.

Trenten Mathew Labounty, born 1999, of Groveton was arrested at 9:42 p.m. on April 17 on an open container charge. Also issued a summons was Julian Donald Kenison, born 2003, of Groveton on an unlawful possession-intoxication charge. They were charged after an incident at the Storrs Street Garage on Storrs Street.
