Cops Pepper Spray Pair During Dakin Street Standoff: Log
Concord Police: Woman charged with theft of mislaid property; man allegedly violates restraining order while taunting ex in front of HQ.

CONCORD, NH – Keri A. Wallwork, 39, of Main Street in Chichester, was arrested at 4:25 p.m. on May 20, 2016, for theft of mislaid property after an alleged incident on Jan. 20, 2016, at the Granite State Credit Union on Sheep Davis Road. She was arrested by Chichester Police on the Concord warrant.Wallwork is due in court on June 27.

Amanda C. Smith, 26, of Fayette Street in Concord, was arrested at 9:29 a.m. on May 18, 2016, on two counts of false report to law enforcement from Feb. 26, and March 6, 2016. She was arrested on a warrant and had a court date on June 20.

Gary A. Peterson, 24, of Concord Gardens in Concord, was arrested at 1:50 a.m. on May 17, 2016, for felony receiving stolen property from an alleged incident on March 11, 2016, at the Cash for Gold on Manchester Street. The victim in the case was an elderly man. He’s due in court on June 27.

Joeline J. Horton, 28, of North Emperor Drive in Concord, was arrested at 1:26 a.m. on May 15, 2016, for criminal mischief and reckless conduct after an allegedly incident the night before at the Quick Stop on South Main Street.
Shawn R. Joubert, 38, of Graham Road in Concord, was arrested at 6:09 p.m. on May 14, 2016, for theft by unauthorized taking or transfer from April 21, 2016, at the Speedway on North Main Street, reportedly involving an 18-pack of Budweiser valued at $14.
Adam M. Babineau, 33, of Tanner Street in Concord, was arrested at 6:29 p.m. on May 14, 2016, for violation of a protective order. On May 12, a domestic disturbance was reported outside of police headquarters. A lieutenant and officers spoke with a woman who alleged that her ex, Babineau, had just dropped off their child and after doing so, started taunting and laughing at her while on the sidewalk, a short distance away. When he allegedly wouldn’t leave, she went in to speak with police. She stated that his actions were a violation of an active restraining order, according to the report. Her boyfriend stated that Babineau was taunting and laughing at them, according to a witness statement. The officer noted that there had been previous incidents during the child custody exchange and that the restraining order was still active so he issued a warrant against Babineau on May 12. Babineau was picked up at the Valley Street Jail in Manchester two days later.
Stephen F. Zankowski, 24, of Sanders Street in Concord, was arrested at 10:10 p.m. on May 11, 2016, on two counts of criminal mischief, criminal trespass, violation of a protective order, and default or breach of bail conditions. He had a court date on May 12. On April 1, officers were sent to Sanders Street for an abandoned 911 call with woman who was quiet on the line and then screaming, according to a court affidavit. The reporting officer noted that he had been to the home previously for domestic issues. The woman alleged that Zankowski came over to get some stuff and they were hanging out. However, later, he allegedly got upset and so she decided to go to bed. Zankowski allegedly tried to open her bedroom door but she had put items in front of the door to barricade him out, according to the report. He allegedly then punched through the door, broke a wooden pane, and a doorknob, according to the affidavit. Zankowski was on bail from an incident in December 2015 and was not supposed to have contact with the woman, the affidavit noted. It was issued on April 15. Zankowski was arrested by a New Hampshire State Trooper after he reportedly found him and the woman walking behind the state prison.
Jason E. Brooks, 37, of Washington Street in Penacook, was arrested at 1:33 a.m. on May 8, 2016, on simple assault on a police officer, two counts of resisting arrest, and two counts of default or breach of bail conditions. Also arrested was Desmond Earle, 24, of Dakin Street in Concord, for driving while intoxicated, simple assault on a police officer, disobeying an officer, and two counts of resisting arrest or detention. An officer noticed at 2000 Lincoln sedan with a defective side taillight on Pleasant Street and decided to follow the vehicle. As he did, the Lincoln appeared to accelerate and take side streets in an attempt to lose the officer. The vehicle then pulled into a driveway on Dakin Street. When the officer exited the vehicle, he saw two men and one yelled, “F--- you, I ain’t doing anything you say,” according to a court affidavit. They both began to leave the area and the officer told them to stop but they allegedly refused and continued into the home. The officer checked with dispatch about the vehicle and noted that it was registered to Earle. The officer took up a position of cover, drew his service weapon, and slowly walked to the residence. A woman then appeared and began yelling at the officer from the doorway while the other men were also yelling inside. The officer reportedly holstered his weapon after seeing that neither man was armed, pulled out his Taser, and pointed it at one of the men, warning him to come out of the doorway or he would be Tased, according to the report. The man came out and the officer attempted to arrest him for resisting but he allegedly fled back into the house. The woman also retreated into the home and tried to calm everyone down, according to the report, as other officers arrived at the scene. “I’m not f------ coming out,” one allegedly screamed. Later, the other officers were able to push the front door of the home open after one of them opened it slightly and began to allegedly threaten the officers. “You ain’t nothing without that f------- badge and gun,” one said. “Take off your f------ badge and I’ll f------ kick your ass,” according to the report. Pepper spray was then deployed to get the men into custody and Concord Fire and Rescue teams were called in to assist in clearing their eyes.
