Squealing Tires Teen Driver Fails to Show Up in Court: Log
Concord Police: Felon charged with weapon possession and alleged drunk driver says, "You guys can't arrest me, you can't prove I drove."

CONCORD, NH - Harley S. Proulx, 19, of Fisherville Road in Concord, was arrested at 2:34 p.m. on Jan. 6, 2016, on a bench warrant out of Sixth Circuit District Division Court in Concord for nonappearance in court on a negligent driving charge. The warrant was issued on Jan. 5, 2016. He was given a summons in late November after allegedly revving his vehicle’s engine and squealing its tires on Main Street. Proulx was processed and released on $1,000 personal recognizance bail and is due in court on Jan. 20.

Cathleen A. Dashnaw, 45, of Pembroke Road in Concord, received a summons at 4:30 p.m. on Dec. 31, 2015, for animal involved incidents violation from Oct. 28, 2015, at Petsmart on Loudon Road. Dashnaw is due in court on Feb. 8.

Andrew J. Fraser, 33, of Rumford Street in Concord, was arrested at 9:50 p.m. on Dec. 15, 2015, for being a felon in possession of a dangerous weapon (knife/cutting instrument), a felony, after a Nov. 21, 2015, incident on Rumford Street. Fraser was processed and released on $10,000 personal recognizance bail. He is due in court on Jan. 25.
Megan T. Dumont, 28, of Leanne Drive in Concord, was arrested at 5:28 p.m. on Dec. 1, 2015, for theft of lost or mislaid property after an alleged incident at the Dunkin’ Donuts inside the Steeplegate Mall on Loudon Road on Oct. 8, 2015. Dumont was processed and released on personal recognizance bail. She is due in court on Jan. 11.

Joshua B. Murray, 25, of Cross Street in Concord, was arrested at 10:48 p.m. on Nov. 26, 2015, for driving while intoxicated and driving while intoxicated, second offense. An officer was sent to Village Street for a report of a suspicious person pulling into a neighbor’s driveway. When he arrived, he noticed heavy damage to a Volkswagen Passat and an individual standing by it. The vehicle didn’t appear to have any tread on two of the tires and was on its rims. “I asked the individual what was going on,” the officer stated. “The individual informed me that he ‘just found his car.’ I asked if he could further explain.” The man – Murray – allegedly told the officer that he was at a bar when he found out friends took his vehicle. He took a cab to Village Street in an attempt to locate the vehicle. However, the officer alleged, “Murray was not able to tell me his friend’s name who told him about his vehicle being taken, the bar he was at, or the individual who had driven his vehicle from the bar,” and also had the VW keys dangling from his belt loop. When asked about the keys, Murray allegedly stated, “That is a good question, I do not know how I got them.” He later reportedly stated he found them on the ground and denied drinking and driving. “I am too drunk to drive,” he allegedly stated. After being questioned and not appearing to be upset or surprised, the officer asked him why he hadn’t called police and he stated he was reportedly waiting for his father to show up. Later during the conversation, Murray allegedly stated, “You guys can’t arrest me, you can’t prove I drove.” The officer had dispatch call the cab company Murray reportedly stated he had taken to see if they dropped anyone off on Village Street but hadn’t. The company confirmed they had dropped a person off on Lilac Street an hour before but couldn’t confirm the name. Another officer arrived while the reporting officer went to speak to the witness who described hearing a loud thumping sound of a vehicle with a flat tire stop outside and then described what the driver was wearing. The witness allegedly pointed to Murray and alleged he was the operator of the vehicle. The officer went back to speak with Murray who allegedly looked at the officer in a confused manner and again stated he was too drunk to drive. “I once again asked Mr. Murray if he was being honest with me about the incident,” the officer reported. “At that time he put his hands behind his back and stated, ‘Just arrest me, I am drunk.’” He agreed to a field sobriety test and then was arrested. The officer later learned the Murray was convicted of DWI in Nashua District Court in October 2012, so a second offense charge was added.
Kimberly Graham, 27, a homeless woman now located in Concord, was arrested at 2:11 p.m. on Nov. 24, 2015, for resisting arrest or detention underneath the Storrs Street bridge after police were sent to a disturbance. Others were arrested at the scene and Graham allegedly tried to take a backpack belonging to another individual. Officers ordered her to stop but she allegedly refused. A sergeant went to cuff her and she allegedly resisted and was placed under arrest and held without bail.
Jon P. Knowles, 36, a homeless man now located in Concord, was arrested at 2:57 p.m. on Nov. 21, 2015, and charged with theft by unauthorized taking or transfer, simple assault, and criminal threatening. Also arrested was Shannon M. Utter, 37, of Penacook Street in Concord, for criminal liability for the conduct of another. Police were sent to Market Basket on Storrs Street for a shoplifting incident involving a man who store employees had been in the store stealing beer but they were unable to catch him. The officer went to look at security video and allegedly saw a man select three large bottles of beer and place them into a cart. In a different location of the store, the woman allegedly took the beer out of the cart and placed it in a backpack. They both then left the store. Near Burlington Coat Factory, another officer found Knowles and Utter, as well as the three bottles of beer, valued at about $24. When asked about the beer, Utter allegedly stated, “I plea the 5th.” Both were taken in to custody. Knowles allegedly was “verbally abusive” toward the officers, yelling at them, and challenging them to fight. “He told me that I should come in the cell with my badge off and take the cuffs off him so he could smash my head into the concrete,” the officer alleged. Knowles also had active warrants for simple assault and criminal threatening from an alleged incident on Oct. 5, 2015, at the intersection of Huntington and Warren streets. He was held without bail.
