Man Allegedy Kicks Cop After Refusing to Pose for Mugshot: Log

Concord Police: Man threw potato chips at pregnant woman, threatened to punch her and Bow man charged with DWI.

CONCORD, NH - Richard A. Ducharme, 55, of Clinton Street in Bow, was arrested at 4:35 p.m. on Jan. 5, 2016, for driving while intoxicated after a crash between a Ford pickup and a Mazda CX-5 on North Main Street at Storrs Street. The officer found out that no one was injured and asked the drivers to move their cars out of traffic. While doing so, the officer noted that the pickup drifted into the center lane and then made a wide right turn into the Holiday Inn parking lot. “When doing so, the Ford overshot the entrance and drove into a snow bank,” the officer alleged. “The Ford then backed up and completed the turn into the parking lot at which point it pulled forward into a parking space and again collided into a snow bank where it came to a final rest.” After another officer arrived, the officer went to speak to a woman who reported that as she merged into traffic, the pickup rear-ended her. The other driver, she alleged, stated that his foot slipped off the brake. “Richard told her that he had insurance and not to call police,” she alleged in the report, adding that he allegedly smelled like alcohol. The officer then spoke to Ducharme, who reportedly stated he was at “CJ’s Tomato,” with slurred speech, according to the report. When asked if he meant CC Tomatoes, he reportedly stated yes, while allegedly swaying. Ducharme agreed to field sobriety tests and was arrested. He is due in court on Jan. 25.

William H. Amsler IV, 30, pictured in this file photo, of South Main Street, was arrested at 2:43 a.m. on Jan. 1, 2016, for possession of drugs and simple assault on a police officer. Officers were sent to a home on East Side Drive for a report of unwanted guests who were intoxicated and no longer welcome in the home. They met with Amsler who was walking in the driveway with a flashlight, according to the report. The reporting officer asked him to take his hands out of his jacket pocket and he did but reportedly put them in his pants pocket. He was asked twice to take them out of his pants and then, asked to put his hands on his head. Amsler reportedly stated that he had a knife but officers couldn’t find it during a pat down. They did, however, allegedly find a marijuana pipe with burnt marijuana in it, and he was arrested. During processing, Amsler allegedly became hostile and wouldn’t allow officers to take a booking photo. He allegedly tried to push through one officer to another and the situation escalated, with Amsler allegedly challenging the officer to a fight. The reporting officer tried to pin Amsler against the wall to have his picture taken and Amsler allegedly kicked the officer in the stomach and knocked him back. “(We) then took Amsler to the ground so that we could take his picture,” the officer alleged. He was held without bail and arraigned on Jan. 4.

Sarah J. August, 33, of Birchdale Road in Bow, was arrested at 12:44 p.m. on Dec. 11, 2015, for willful concealment at the Family Dollar on Fisherville Road allegedly involving $24.90 worth of items including wash cloths, ornaments, an extension cord, body spray, a Star Wars light saber, and tape. August is due in court on Jan. 25.

Tyler M. Corey, 22, of High Street in Concord, was arrested at 6:50 p.m. on Dec. 3, 2015, for unregistered vehicle, disobeying an officer, speeding, operating without a valide license, reckless operation, and two counts of failure to use required turn signals. The charges stem from alleged incidents in a Toyota Corolla earlier in the day on Triangle Park Drive and Sheep Davis Road and Sheep Davis Road and Pembroke Road. An officer called Corey telling him there were warrants for his arrest but no one answered. A woman then called back and asked the officer why there was a warrant for him and asked about a stolen vehicle, according to the report. Corey later turned himself in.

Logan J. Nipp, 31, of Grappone Drive in Concord, was arrested at 5:41 p.m. on Nov. 21, 2015, for criminal threatening and three bench warrants. Officers were sent to Lilac Street at about 3 p.m. for a report of a criminal threatening incident with a pregnant woman locking herself inside a pickup truck. The woman alleged that she and Nipp had been arguing about their relationship while out of town earlier in the morning. While driving in Concord, the arguing continued, and he allegedly threw potato chips at her, according to the report. The chips hit her in the chest but she said she wasn’t injured. When they stopped on Lilac, the arguing continued, and Nipp allegedly stated, “How about I knock all your teeth out of your dumb c--- head,” according to the report. He then gave her a minute to get her stuff out of the truck and leave. “She said she has been hit by men in the past so she locked herself in the truck so that he could not get to her and Nipp went inside the house,” the officer reported. He then left the area about two minutes before police arrived. Nipp had active warrants for driving after revocation from Oct. 22, 2015, $1,000 cash bail, a nonappearance in court charges from 4th Circuit Court in Laconia from Nov. 9, 2015, $500 cash bail, and nonpayment of a fine on a criminal trespass charge out of Franklin from Nov. 3, 2015, $385 cash bail. The woman called to get picked up and refused transportation but was told to call police if Nipp returned. A 12-hour hold alert was placed on Nipp. At around 5:20 p.m., dispatch advised that Nipp was back at the house and he was arrested. Nipp refused bail and was arraigned on Nov. 23, 2015.

Jessica Lizotte, 18, of Carter Street, was arrested at 7:50 p.m. on Nov. 17, 2015, for disorderly conduct. Officers were sent to Thorndike Street for a report of a woman walking in the middle of the road. They arrived at the scene and spoke to another woman who flagged them down explaining that there was a woman climbing onto a parked pickup truck. The officer spoke to the woman – Lizotte – and she allegedly walked away from them. They all began speaking to her and she allegedly stated that she was having a bad day and just wanted to walk in the road. Dispatch told the officers that they received seven or eight calls about a woman including one man following her who was afraid she was going to get hit by a car. The driver alleged that she looked “depressed or angry,” walking with her arms folded across her chest. Lizotte was then arrested.

Danne M. Rossignoll-Fredette, 39, of Plymouth Drive in Concord, was arrested at 9:20 p.m. on Nov. 14, 2015, for defective brake light and driving after revocation or suspension after a traffic stop on Parmenter Road for a brake light that was not illuminating. Her license was suspended in June 2014 for failure to pay fines and was arrested.

Karen Hauschild, 54, of Oakmont Drive in Concord, received a summons at 8:48 p.m. on Nov. 13, 2015, for operating without a license after a traffic stop on I-93 near Exit 15W for an operator using a cellphone. She reportedly stated she was activating her Blue Tooth and apologized. A check yielded an expired license from August and she was given a summons.

Thakur P. Kharel, 24, of Loudon Road in Concord, was arrested at 3:22 p.m. on Nov. 13, 2015, for driving while intoxicated, speeding, conduct after an accident, and moving a vehicle. Officers were sent to Royal Gardens for a report of a hit-and-run accident. They found three vehicles with damage and ran the plate of the vehicle that appeared to do the damage. The officers went to speak to the owner – Kharel – about the damage to the other vehicles. He reportedly stated that he had just gotten out of work and didn’t know why he left the scene of the accident. He allegedly stated he was at a party but didn’t know if he had been drinking, according to the report. The officer noted that Kharel’s vehicle had “extensive denting” but its driver airbags hadn’t deployed. “Based on the extensive damage to vehicle #1, and distance from the entrance to the parking lot from Christian Ave. and the point of impact (67 feet), I determined that vehicle #1 had been traveling at a speed greater that reasonable or prudent for the prevailing road conditions,” the officer reported. While speaking with the officers, Kharel was allegedly swaying from side to side while leaning against a wall, offering “slow and lethargic” facial reactions. After discussing the accident and what had gone on for a bit longer, he was arrested. Cash bail was set at $5,000 and he was arraigned the next day.
