Marshals Seek Help With Unresolved New Hampshire Fugitive Cases

Here are 12 outstanding fugitives U.S. Marshals are attempting to find including Carlos Boilieiro, Jonah Couturier, and James Hill.

CONCORD, NH — The District of New Hampshire - New Hampshire Joint Fugitive Task Force posted 50 fugitive of the week alerts in 2019 and task force members found a number of them. Since the program was created in 2002, more than 7,900 fugitives have been found. In 2007, the task force began working with media outlets to promote the fugitive of the week feature and often credit this working relationship with its success for capturing fugitives.

But even with that amount of exposure, some fugitives have slipped through the cracks – including 12 that have not been caught in New Hampshire during the past five years.

Of the 12, the task force would really like to apprehend Carlos Bolieiro, Jonah Couturier, and James Hill, according to Jeffrey White, a deputy U.S. Marshal.

Bolieiro, featured upper left collage, who is wanted on three counts of aggravated felonious sexual assault of a child under 16 in Hooksett, has been missing since August 2013. He is 57, about 5-feet, 8-inches tall, and weighs around 175 lbs. He has brown hair and brown eyes. Bolieiro is a naturalized citizen from Portugal but fled Hooksett after an arrest warrant was issued. He was featured as a fugitive of the week in both 2015 and 2016.

"Bolieiro is known to have family in the Nashua, Hudson, Manchester areas, as well as Massachusetts," White said. "Bolieiro was born in Portugal and possibly might have fled the United States to avoid arrest."

Couturier is 40, 6-feet, 2-inches tall, and weighs around 185 lbs. He has brown hair and eyes. Couturier, pictured in the upper middle collage, is wanted by Seabrook police on possession and manufacturing of drugs, specifically marijuana, LSD, mushrooms, fentanyl, and butane honey oil, as well as reckless conduct with a deadly weapon.

Couturier is considered "armed and dangerous," according to White, and hasn't been seen since there was a fire at his Seacoast home in 2017.

Hill, in the upper right collage, was first named as a fugitive in 2017 on an arson charge by Belknap County sheriffs which issued the warrant against him in May 1998. Hill is 75, about 6-feet tall, around 200 lbs., and has hazel eyes and brown hair.

Hill is suspected of stealing a sailboat from the Florida Keys in January 1998. The boat was recovered after it was run ashore but he was not found. After a search by the U.S. Coast Guard as well as local authorities, he was declared dead/lost at sea. However, the search was restarted for Hill not long after the declaration of him being lost at sea or dead after his vehicle was found in a local river with his personal belongings in it. Again, a body was not found.

"Hill is still likely alive and could be hiding in the islands off Florida," White said. "But he still has extensive ties to people in New England."

Hill was known to work as a carpenter and handyman but was also known for gambling and violence when drinking, White said. The arson case is a separate incident from the boat incidents. Hill was also featured on America's Most Wanted in November 2009.

Whereabouts Of Others Unknown

The joint fugitive task force is also looking for the following people:

Heibrahim Delvalle-Baez, lower right middle, 26 or 33, is wanted on conspiracy to distribute and possession of controlled substances. Prior criminal history includes firearms offenses and he previously had ties to both the Manchester and Lawrence, Massachusetts, areas. Delvalle-Baez is considered armed and dangerous and was featured in February 2017.

Kevin Patrick Donnelly, center left collage, 50, is wanted on a failure to register as a sex offender charge after being convicted of aggravated felonious sexual assault in Grafton County in 1996. He was last known to be living in the Manchester area. Donnelly's arrest warrant was issued in August.

John David Eggleton IV, center right, 52, is wanted on a Strafford County warrant from August 2018 for failure to appear at a second-degree assault charge. He was last known to be living in Dover but has associates, friends, and family in Concord and Portland, Maine. White noted in January that Eggleton has a criminal history – burglary, domestics, and narcotics – in Maine, Massachusetts, and New Hampshire.

David Escalera, lower right, 34, is wanted on possession of cocaine with intent to distribute out of the U.S. District Court. Originally from Puerto Rico, he has friends and family in Manchester and Boston, MA. The warrant for his arrest was issued in September.

Richard Guerrier, lower left, 43, is felon wanted on a violation of conditions of release on an original charge of illegal entry after deportation from Haiti. He was last known to be living in Manchester when the warrant for his arrest was issued in 2005. Guerrier was featured in November 2016.

Trevor Donald Hodgeman, center middle, 24, is wanted on failure to appear in Hillsborough County on a second-degree assault charge. His arrest warrant was issued in late October. Hodgeman was last known to be living in Franklin but he has connections in Manchester, Goffstown, and Maine.

Jake Evan Laport, middle far right, 30, is wanted for failure to appear at second-degree assault, kidnapping, and theft charges out of Hillsborough County. He was last known to be living in Boston where he has friends and family. White added Laport also has a history of violence and crime – including assault and battery on a public employee, assault, and receiving stolen property, a motor vehicle. Laport's warrant was issued in January.

Enrique Alejandro Uribe-Arias, lower left middle, 26, is wanted on a bail violation and illegal reentry. He is originally from Mexico. Uribe-Arias has friends and family in both Nashua and Milford and was featured in October 2018 and last month.

Mariah Antonia Vetrone, 28, is wanted for failure to appear in both Belknap and Hillsborough counties on possession of fentanyl with intent to distribute and theft by unauthorized taking. She has contacts and friends along the I-93 corridor, from Franconia to Manchester, "and many places in between," White said in September.
