CONCORD, NH — Samuel Yen, 23, of Canton Circle in Concord, was arrested at 12:31 p.m. on Dec. 23, 2019, on a violation of a protective order charge. Officers went to the home to serve a domestic violence order against Yen issued by another family member who was in the house at the time he was being served, according to a court affidavit. The officers spoke with Yen, informed him that he had to leave, but "he would continually interrupt me stating things such as 'I'm not going to do that,' 'you can't touch me,' and 'I want the judge to read it,'" the officer wrote. Yen was required to leave the home immediately since it was the defendant's home and he was not to be within 300 feet of that person, the officer wrote. "Samuel refused to leave and stated that the DVO was not an eviction notice," the officer stated. The officers told Yen that if he gathered a few belongings and left, he would not be arrested on a protective order violation. The officer stated Yen began "sizing us up" so two more officers were requested. Yen, the affidavit stated, was given one last chance to leave on his own but reportedly refused. He was then arrested and held without bail.

Chelsie L. Bixby, born 1989, of Manchester, was arrested at 9:12 p.m. on Dec. 22, on a possession of cocaine charge after an incident at the Best Western on Hall Street. According to court documents, she was cleared of a drug possession charge in Hillsborough County in February 2019 after being arrested in 2018.

Patricia A. Downer, born 1964, of Concord, was arrested at 10:40 a.m. on Dec. 17 on a willful concealment charge and a bench warrant after an incident at Ocean State Job Lot on D'Amante Drive.

Tonya M. Delia, born 1971, of Concord, was arrested at 5:30 p.m. on Dec. 16 on a false report charge.

Ashley E. Shea, born 1985, of Salisbury, received a summons at 2:56 p.m. on Dec. 15 on a theft by unauthorized taking-less than $1,000 charge at Walmart on Loudon Road.

Gannon Snow, born 1978, of Pittsfield, was arrested at 12:20 a.m. on Dec. 15 on driving under the influence and driving under the influence-adult greater than 0.08 after an incident on North Main Street.

Timothy S. Flynn, born 1969, of Concord, was arrested at 2:44 a.m. on Dec. 14 on an operating with an expired license charge after an incident on Hall Street near the Speedway.

Geoffrey Chidley Speers III, of 1994, of Weare, was arrested at 3:11 a.m. on Dec. 13 on stalking and breach of bail conditions charges after an incident on Loudon Road West in the area of Gully Hill.

Shana T. Dutterer, born 1993, unknown address, was arrested at 6:18 p.m. on Dec. 12 on a warrant. She was arrested on Storrs Street behind Granite Group.
