CONCORD, NH — Michael T. Spaulding, 33, of North Road in Warner was arrested at 4:30 a.m. on Sept. 24 on a resisting arrest or detention charge. An officer on patrol at the Storrs Street Garage around 3:30 a.m., where there have been drug incidents and criminal activity, saw a man on his knees with his head against a drain on the ground. When the officer stopped his cruiser, "he then picked up his head from the ground and looked at me," according to an affidavit. The man, identified as Spaulding, was "uneasy on his feet," "unable to stand still," and "kept scratching himself," the report said, but denied using drugs at that time. The man called a relative to come and get him and the officer stayed with him but the relative never came, the report said. Spaulding continued to call but no one came for him, the report said. The officer took Spaulding into protective custody so he could be medically cleared at Concord Hospital. After being medical cleared, but still unable to have the relative pick him up, the officer told Spaulding he would have to be taken to county but he was accused of refusing to put his phone down and leave the hospital bed to be handcuffed. After reportedly refusing repeatedly and being threatened with a Taser, he was handcuffed, charged with resisting arrest, and taken to county, according to the report. Spaulding was recently convicted on falsifying physical evidence and resisting arrest charges out of Manchester in November 2019 — with drug, driving, assault, and other charges nolle prossed.
